Background & Description

Project Background:

SSD plans to implement a project in four UCs of Islamabad to contribute in effective implementation of The National Plan of Action on Human Rights in collaboration with Ministry of Human Rights-Pakistan. In accordance with the National Action Plan, the main purpose of this project is to ensure the progressive realization of rights of women, children, person with disabilities and minorities. The project purpose is synchronized with NCA’s strategic priorities of working on gender equality and social cohesion. This project is aligned with national plan of action for human rights-2016-2020   developed by Federal ministry of Human Rights. The national Plan of action developed by MoHR has identified 6 thematic priorities as below;

  1. Policy and legal reforms
  2. Implementing key human rights priorities
  3. Cross cutting interventions for protection of Human rights
  4. Implementing international UN treaties implementation
  5. Institutional interventions and ,
  6. Implementing and monitoring mechanism.

SSD proposes to prioritize two thematic areas, which are strongly inter related and connected to support each other, The thematic area two ‘implementing key human rights priorities’ focuses on protection and promotion of the rights of vulnerable groups which include, women , minorities, children and persons with disabilities..

 Dimenssions of Role

Under the overall supervision of Director Operations SSD, the Admin & Finance Officer is responsible for preparing financial statements, maintaining cash controls, preparing the payroll and personnel administration, purchasing, maintaining accounts payable and managing office operations. The Admin & Finance Officer will work within the Financial Management guidelines as per SSD and donor policies.

Key Responsibilities

  1. Administer and manage the financial system in order to ensure that the SSD finances are maintained in an accurate and timely manner.

Main Activities

  • Ensure the safeguarding and funds management of SSD
  • Implement financial policies and procedures of SSD
  • Establish and maintain cash controls
  • Establish, maintain and reconcile the general ledger
  • Prepare and reconcile bank statements
  • Processes supplier invoices
  • Maintain the purchase order system
  • Ensure data is entered into the system
  • Ensure transactions are properly recorded and entered into the accounting system
  • Prepare monthly financial statements
  • Prepare quarterly reports and report on variances
  • Assist with the annual audit
  • Maintain financial files and records
  • Issue, code and authorize purchase orders
  • Reconcile the accounts payable
  • Reconcile the accounts receivable
  1. Provide efficient and effective office management

Main Activities

  • Provide overall administrative support to project staff
  • Supervise events management and Guiding administrative staff in organizing programs
  • Manage the repair and maintenance of computer and office equipment
  • Assist with preparation and advertising of contract documents
  • Administer contracts

3.   Perform other related duties as required.

Requirements and Skills

Experience & Qualifications:

  • At least bachelor’s degree in finance or commerce
  • 3-5 years of relevant experience. Experience of working with NGOs and financial institutions will be an added advantage.

Behavioural Skills:

  • Self-driven individual with the ability to handle assignments with minimal supervision
  • Decision-making skills, analytical skills, and problem-solving skills
  • Ability to interface and manage vendors

Technical Skills:

  • Excellent Analytical and report writing skills required
  • Proficiency in MS. Office
  • Knowledge accounting softwares
  • Advanced level understanding of Finance and Accounting concepts and principles

The regional offices have been set up in collaboration with local organizations serve as the hub of local networks of CBOs working at the grass roots level withvulnerable and marginalized communities.

SSD has its presence in almost all the provinces and regions of Pakistan and has extensive grassroots level outreach through its own offices and through its partners in almost 70% of thedistricts in Pakistan. Realizing the great potential of the internet and social networks, SSD hasmaintained a very active web presence through its website, twitter account, Facebook page andFacebook group. There are around 10000 members of SSD group on Face Book and it is healthyand active platform for discussing and debating social issues.SSD has sound capacity in terms of implementation of different types of projects, managinggrants, policy and media advocacy, capacity building of civil society organizations, leadershipdevelopment, partnership building and networking, carrying out studies and representing civil society organizations at different national and international forums.
