Background & Description

Oxfam along with their Partner Indus Consortium is implementing Finance for Development campaign In Pakistan. The Finance for development project aims to address the Extreme Inequality and the widening gap between rich and the poor in Pakistan. The project LONG-TERM OUTCOME is “ More women, youth and other citizens’ benefit from just/ fair fiscal system which is not politically captured, resulted in tackling extreme inequality and allocation/ spending of more funds for essential services i.e., education, health & social protection”.

Making Pakistan’s Tax Fair/ Even It Up work aimed to build synergies among legislators, policy makers, private sector and public at large to build the fair tax regime which reduce the extreme inequalities and benefits to all especially women.

  1.  Scope of service
  • Make proposal for design of the website
  • Design the website structure: clear catalogs & folders for data & page storage, attractive site & page layout, easy to use, update and maintain, flexible navigation & search function; counting function for web pages visited, etc.
  • Create HTML documents and graphics for implementation in the Web.
  • Make recommendations for backup/restore plan.
  • Training to staff on website maintenance and content update.
  • Design and establish anti-hacker and antivirus plan for the website.
  • Website hosting service for 2018, 2019 .
  • Warranty and maintenance service
  • Make recommendations for software, hardware, and other back-end applications related to Web development.
  • Incorporate online petition page for voting purpose.
  • Aline Facebook page for Alliance Member

Other Detail Required

The hired company will be required to create (design, develop, test and implement) a web platform within the designated timeline which meets the following criteria:

  • Interactive, appealing, highly usable and responsive web design: Web Designs are very subjective, we expect the hired company to show-case their best elements in delivering suitable intranet design options. The design and solution must be easy to use
  • Average site load-time should be reasonable
  • Search engine friendly
  • Able to render appropriately on a wide variety of different browsers
  • Be Secure: The design of the solution should adhere to security best practices, for example: passwords should not be stored in plain-text, all form data should be validated, all user input should be sanitised, user interactions and activities should be logged etc.
  • Design and final solution should adhere to accessibility and compliance requirements (as defined by the project team): The Web solution should be designed to ensure that everyone, including users who have difficulty seeing, hearing, and making precise movements, can use them.
  • Public and Registered Users (Member’s) only Areas
  • Secured & Authenticated Web Access: Web solution should be secured in accordance with current best practices
  • Calendar, Events, Reminders, calendar integration: Specific authorised users should have the ability to create and administer events and event details. Other users should be able to search for and find events based on specific criteria. Members should be able to receive notifications that an event has been scheduled and reminders of upcoming events.
  • Social Network Integration:
  • Mass Email/Messaging: The system should provide a feature to allow authorised content administrators (or other authorised administrators) to contact all or group/community members. This feature may be used to facilitate the dissemination of newsletters.
  • Search: The webshould provide users with the ability to search for and locate content based on keywords and key phrases.
  • Find a Member feature and Community/Group Member listing Views: The web should allow users to find the member of a particular community or group based on some relevant criteria
  • Discussion Forum: Internet should be capable of hosting a quick and basic level of discussion with and w/o moderation of comments. Members should be able to view and create posts, edit their own posts etc.
  • Survey & Poll: Intranet should be able to conduct a survey of around 10 to 20 questions and Polling / voting system should also be available.
  • Public Users and Members Electronic Document Catalogue: Users should be allowed to search for, view and/or download articles and documents.
  • Users should also be able to assign star ratings on articles, videos and other informational content. Supervision & Contact Supervision and contact for the consultant will be primarily carried out by the Project Manager and the Project Administrator; the final product will be approved by the Project Management Team.
Requirements and Skills
  • Proposal must be a reputable company with prior rich experience in the field
  • Proven and solid knowledge and experience in providing similar service to international organizations
  • Able to provide user training and all documents in English
  • Solid knowledge on website security and website hosting service

About Organization

Indus Consortium is a collaborative platform of three rights-based development organizations i.e. Laar Humanitarian Development Program (LHDP), Doaba Foundation and HELP Foundation. These three organizations have been active since long time mainly responding to natural disasters and other development needs of their respective operational areas along River Indus. These organization adopted an innovative approach to create a joint platform for learning, synergy, evidence based advocacy to address macro level structure causes of development problem on the basis of their field experience and create solidarity among communities living around river Indus and are vulnerable to natural and manmade disasters.

The joint platform is a manifestation of a joint force of the people living around Sindhu (Indus River) basin in Pakistan. The Consortium represents the unity among various groups of different ethnic, linguistic and geographic features and their determination to struggle for the development of the people around Indus River.

The concept of a joint forum of various organizations for the holistic socio-economic development of these least served rural, riverine, disaster-prone and marginalized communities was visualized by Doaba Foundation district Muzaffargarh and shared with LHDP in District Badin. This pragmatic and innovate idea got acceptance and proved a step towards joint thinking in 2004. . In 2005 another likeminded organization - HELP Foundation - from povertystricken district of Rajanpur in Punjab, joined the two organizations i. With the association of these three based organizations the thinking firmed up to create a development consortium for improved research and coordination.. For this transitional purpose, another prominent research & development actor - Rural Development Policy Institute (RDPI) based in Islamabad – became part of the consortium in 2008.

The idea was materialized in the form of establishment of Indus Consortium in 2008. The consortium being a joint platform form aimed to carry out socio-economic, environmental, DRR-centric and rights-based development initiatives primarily in proximity of the banks of historical River Indus in the districts like Thatta, Qambar-Shahdadkot, Ghotki and Kashmor in Sindh province, and Layyah, Jhang, Bhakkar, Muzaffargarh, D.G.Khan, Rajanpur and Rahimyar Khan in Punjab province. The consortium devised the Terms of Reference (TORs) with the consultation of the three founding organizations at field level work, and with the RDPI for research, collaboration and coordination.
