Background & Description

Job Purpose:

The Policy Adviser will provide support and advice on programme design and implementation to ensure the meaningful inclusion of women, marginalised groups and others whose voices are often unheard, whist being sensitive to underlying drivers of conflict or instability.

The post-holder will also be expected to contribute to Saferworld’s programme on economic connectivity between Pakistan and its neighbours and devise a communication and engagement strategy that safeguards the independent and non-aligned position of Saferworld in Pakistan. S/he will plan, conduct and oversee research and provide support in the establishment of monitoring, evaluation and reporting systems to support organisational learning.

Summary of Key Functions

·         Advise on political and economic development related issues at local and regional level

·         Extend advice to regional and local counterparts and facilitate knowledge building on political and economic development related issues

·         Provide support to the country office in building strategic partnerships and implementation of resource mobilisation strategy

·         Extend  support to the country office in advocating and promoting Saferworld’s mandate and mission

 

Specific Responsibilities:

 

Provide advice and support to country/project management 

  • Compile, analyse and interpret political and economic development related data, through research on the relevant issues in the country and region and production of relevant reports.
  • Provide top quality analysis and substantive inputs to strategic plans, background research and other strategic documents related to programme/project.
  • Provide advice on possible areas for support and adjustment ensuring that the programme/project is in line with national and regional level policies and priorities.
  • Select project related strategic research topics, surveys and/or case studies at the regional and local level.
  • Formulate and facilitate strategic inputs supporting regional economic and infrastructure interconnectivity and supporting structural cooperation across borders.
  • Represent Saferworld and the programme/project at regional and local level initiatives related to political and economic development issues.

 

Provide advice to regional and local counterparts and facilitation of knowledge building 

  • Facilitate policy dialogue on regional political and economic development with stakeholders at regional level, government, donor and civil society organisations.
  • Provide policy options to find workable solutions for promotion of peace across the region through political and economic development.
  • Contribute to regional and local level knowledge networks through identification of best practices and lessons learned.
  • Assess the country’s political and economic policies for regional level cooperation and their impact on regional and local stakeholders.
  • Training and capacity building support for programme/project staff and stakeholders on political and economic development issues and relevant solutions.
  • Research and analysis of information on donors, preparation of substantive briefs on possible areas of cooperation.
  • Produce periodic updates and briefs on regional and country development situation to be used by stakeholders.

Advocacy and promotion of Saferworld’s mandate and mission 

  • Policy advocacy for the Sustainable Development Goals, Gender, peace and security, alternatives to counter-terrorism and countering violent extremism, security and justice and peace processes while participating in relevant forums, conferences and trainings.
  • Support the formulation of strategies and monitor progress towards the achievement of the Sustainable Development Goals.
  • Establish advocacy networks at national level and linked to regional networks. Implement relevant, high-impact advocacy campaigns with key partners.
  • Contribute to knowledge networks at the regional and local level.
  • Manage events and publications on regional political and economic issues contributing to peace building initiatives in the region.
Requirements and Skills

Knowledge

  • A Master’s Degree in any of the following areas:  economics, public policy, foreign affairs, international relationships, international diplomacy or related discipline
  • Sound knowledge of regional and national political and economic setups
  • Familiarity with risk management and quality assurance control

 

Experience

  • A minimum of 7 years of relevant experience at the national or international level in policy dialogue, negotiations, strategy development and advocacy
  • Experience in providing policy advisory/policy specialist services and establishing inter-relationships among international organizations and national governments
  • Extensive experience in research, policy analysis and advocacy, design, monitoring and evaluation of development projects

Skills

  • Ability to work under pressure and to strict deadlines
  • Fluency in English and Urdu (written and spoken)
  • A positive problem-solving approach
  • Good interpersonal skills

Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. Saferworld Pakistan programme is relatively new; it aims to work on improving community cohesion, inclusive justice and economic development. Working in consortium with Oxfam, over the next 5 years Saferworld will seek to promote a justice system in Pakistan that is accessible, inclusive, transparent and accountable.

 

Overall, our engagement in Pakistan combines project implementation at the community level, dialogue, capacity building, policy research, networking and advocacy, and working with institutions and civil society at sub-national/provincial, national, regional and international levels.
