Background & Description

Project Background:

SSD plans to implement a project in four UCs of Islamabad to contribute in effective implementation of The National Plan of Action on Human Rights in collaboration with Ministry of Human Rights-Pakistan. In accordance with the National Action Plan, the main purpose of this project is to ensure the progressive realization of rights of women, children, person with disabilities and minorities. The project purpose is synchronized with NCA’s strategic priorities of working on gender equality and social cohesion. This project is aligned with national plan of action for human rights-2016-2020   developed by Federal ministry of Human Rights. The national Plan of action developed by MoHR has identified 6 thematic priorities as below;

  1. Policy and legal reforms
  2. Implementing key human rights priorities
  3. Cross cutting interventions for protection of Human rights
  4. Implementing international UN treaties implementation
  5. Institutional interventions and ,
  6. Implementing and monitoring mechanism.

SSD proposes to prioritize two thematic areas, which are strongly inter related and connected to support each other, The thematic area two ‘implementing key human rights priorities’ focuses on protection and promotion of the rights of vulnerable groups which include, women , minorities, children and persons with disabilities.

Dimenssions of Role

Under the overall supervision of Head of the Programs and in close cooperation with the CEO, the Project Manager will be responsible for the day-to-day management and implementation of the Project, including all substantive and administrative matters. Manager will be responsible for protection and consultation of the Project in front of state agencies for increasing capacity of the programme and project cycle.  The project manager, as part of the SSD program team will be responsible to provide technical inputs, , implement protection activities, build staff capacity and contribute in achieving overall project objectives.

Key Responsibilities

  • Manage and coordinate project activities, from substantive, administrative and financial points of view, applying strategic planning and systematic coordination of project activities.
  • Manage day-to-day project implementation and overall coordination of project outcomes.
  • Ensure supervision of the Project personnel and ensure effective communication and coordination between SSD, the donor and Ministry of Human Rights
  • Provide direction and leadership in advocating project objectives and in ensuring that all interested parties are well informed about the project activities and goals.
  • Identify any support and advice required for the management, planning and control of the Project.
  • Ensure timely preparation and compilation of the Project Annual/Quarterly Work Plans and Progress/Final substantial and financial reports and its submission to SSD Head of Programs as appropriate. 
  • Prepare monthly reports for the HoP on key project activities, issues and required action points. Prepare the project semi-annual progress reports (progress against planned activities, update on risks and issues, expenditures), annual review report and final review reports, and submit them to SSD Head Office as appropriate. 
  • Plan, organize and participate in the transparent tender bidding or request for proposal processes for the selection of vendors and ensure the preparation of clear tender bidding evaluation reports. 
  • Ensure the quality of outputs and results with optimal monitoring mechanisms; establish effective coordination, monitoring, information sharing and reporting systems.
  • Guide and orient efforts and contributions of consultants, staff and government counterparts towards achievement of project objectives.  Mobilize goods and services to initiate activities, including drafting TORs and work specifications.
  • Assist in development of the gender mainstreaming strategy and ensure the mainstreaming of gender into all project activities.
  • Manage Project administrative and security related activities, monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
  • Represent the Project, as required, to donor organizations, other international organizations, as well as national Government and non-governmental institutions and endeavor to build professional relationships with local, district authorities in order to ensure the full participation of a broad spectrum of national leadership in the identification, planning and execution of Project activities.
  • Ensure proper professional relationships with relevant national and international partner agencies, relevant developing programmes/projects.
  • Ensure proper professional relationships with local administration, community leaders, local NGOs and other Community Based Organizations (as Women associations, Youth associations, etc).
  • Manage the transfer of Project deliverables, documents, files, equipment and materials as per the standards SSD procedures.
  • Ensure establishment and maintenance of proper electronic and paper filing systems.
  • Perform other duties that may be required by SSD Head of Programs and Senior Management.
Requirements and Skills

Experience & Qualifications:

  • Master degree or equivalent in social sciences, public administration or other relevant field
  • At least 3-5 years of experience with development programs, ideally with GBV and social cohesion
  • Managerial experience in the field of development cooperation including in grant management
  • Knowledge of the issues in the relevant area
  • Proven ability to draft, edit and produce written proposals and results-focused reports
  • Proven experience working with Government, civil society, international organizations and donors
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)Ability to communicate ideas in a culturally-sensitive manner and conducive to their practical application especially in the local context

Knowledge:

  • Human Rights, GBV and Interfaith harmony
  • Sound knowledge of different laws in Government, International Laws/treaties/articles under thematic area of human rights, gender equality, women’s rights and protection.
  • Sound knowledge of Right Based Approach and its tools.

 

Skills:

  • Relevant experience working in collaboration and coordination with other protection partners and civil society/community based organizations;
  • Proven advocacy skills and experience with engagement on protection issues within the humanitarian infrastructure;
  • Strong interpersonal communication and writing skills;
  • Professional fluency in English.
  • Ability to go beyond established procedures and models, creation of new approaches;
  • Ability to work both independently and as part of a team;
  • Cultural sensitivity, consensus teambuilding, and adaptability will be considered a strong asset;

Experience in an insecure context and experience of responsibility for security management.

SSD has its presence in almost all the provinces and regions of Pakistan and has extensive grassroots level outreach through its own offices and through its partners in almost 70% of thedistricts in Pakistan. Realizing the great potential of the internet and social networks, SSD hasmaintained a very active web presence through its website, twitter account, Facebook page andFacebook group. There are around 10000 members of SSD group on Face Book and it is healthyand active platform for discussing and debating social issues.SSD has sound capacity in terms of implementation of different types of projects, managinggrants, policy and media advocacy, capacity building of civil society organizations, leadershipdevelopment, partnership building and networking, carrying out studies and representing civil society organizations at different national and international forums.
