HDV Minority Rights Academy consists of learning modules on the rights of persons belonging to minority groups. Curriculum of the academy; It includes topics such as the definition and transformation of the concept of minority, legal legislation regarding minorities on an international and national basis, the political history of minorities in Turkey and the problems experienced in the implementation of minority rights, comparative studies from different countries and advocacy workshops. The seminars are built on four main pillars: conceptual framework, historical background, comparative politics and advocacy. The academy uses a hybrid method, partly online and partly face-to-face.

The main goal of HDV Minority Rights Academy is to raise awareness about minority rights in non-governmental organizations and minority institutions in Turkey, to follow current debates, to contribute to shaping needs and solution proposals, and to encourage advocacy. The HDV Minority Rights Academy staff consists of experts from different countries and backgrounds.

The program consists of two stages: In the first stage, face-to-face education will be provided for four days, and in the second stage, there will be four online meetings on separate days. Seminars and readings will be mostly in Turkish, but simultaneous translation will be provided for English seminars and Turkish summaries will be provided for English readings. The academy will be held once a year in 2024 and 2025.

HDV Minority Rights Academy will launch a grant program that participants who complete the training program at the academy and receive a certificate can apply for. The grant will be awarded to projects related to minorities and minority rights that aim to protect and empower individuals belonging to minorities. Only those who have completed the academy will be able to apply for the grant program through their institutions. Grants will not be provided to individuals. Grant application conditions will be shared with participants when the academy program is completed, and applications will be selected through the selection committee. Detailed selection regulations regarding the grant program will be published separately.

Funding Information
  • The budget amount to be allocated to each project will be at least 10,000 EUR and at most 15,000 Euro, provided that there is a maximum of one project from each institution. 
  • The implementation period of the projects is a minimum of 6 months and a maximum of 9 months.
What are the supports provided during the Academy Program?
  • The quota is limited to 20 people and participation in the program is free.
  • Accommodation and transportation expenses of participants coming from outside Istanbul will be covered.
  • Program materials will be given to participants digitally.
  • In seminars to be given in English, Turkish-English and English-Turkish simultaneous translation will be provided.
Expectations from Participants
  • Participation in all four days of face-to-face and four days of online education is mandatory.
  • During the Minority Rights Academy Program, participants are expected to prepare a short article, report and/or presentation on themes of their choosing, under the supervision of experts, at the end of the program.
 Who can apply?
  • Anyone with at least a bachelor’s degree who is interested in minority rights and advocacy and wants to work on this issue can apply to the academy.
  • Priority will be given to managers working in minority institutions, NGO employees who have worked in the field of minority rights or human rights in general, academics, lawyers, media and public sector employees, and individuals from minority groups.
