Fellowship Overview

The Ministry of Foreign Affairs and the Ministry of Science and Education of the Republic of Azerbaijan have announced the Heydar Aliyev International Education Grant Program to support international students in pursuing higher education.

The objective of the program is to contribute to the development of human capital in other countries and to support the education of foreign nationals in higher education institutions of Azerbaijan by granting full-time scholarships at the bachelor’s level, including general medicine education, master’s level, including medical residency, doctoral level, as well as preparatory courses.

The program covers multiple educational levels with varying durations depending on the specialty, including bachelor’s programs lasting four to five years, general medicine programs of five to six years, master’s programs of one and a half to two years, medical residency programs of two to five years, and doctoral programs lasting three years. Preparatory courses range from six months to one year as determined by the host institution.

Selected candidates will receive full financial support, including tuition fees and language preparatory courses for the entire study period. They will also be provided with an annual international economy class flight ticket to and from Azerbaijan. A monthly allowance of 800 AZN, approximately 470 USD, will be given for accommodation, daily expenses, and study materials for ten months each year. In addition, students will receive 200 AZN annually for medical insurance and healthcare expenses, along with visa support and a temporary residence permit for each academic year.

Eligibility criteria require applicants to be non-citizens of Azerbaijan, as individuals who are citizens or whose citizenship has been terminated are not eligible. Age limits apply depending on the level of study, with undergraduate and general medicine applicants required to be below 35 years, graduate and medical residency applicants below 40 years, and doctoral applicants below 45 years as of 15 September 2026.
