Background & Description

Doaba Foundation with the support of CBM is implementing a programme titled “Community Base Inclusive Development (CBID) Programme Pakistan”..The overall objective of the programme is “An Inclusive Society Where Persons with Disabilities Enjoying Socio-Economic Rights and Well Being”. 


CBID programme is being implemented in 8 flood prone union councils of District Muzaffargarh. All the eight union councils were affected by the Indus River exceptional high level floods 2010. Two out of eight progarmme union councils fall in tehsil Muzaffargarh whereas the remaining six union councils are in the jurisdiction of teshil Kot Addo.


Objectives of Study:


  1. To carry out the study to map the “Market demand for appropriate Vocational Trainings and Enterprise development for targeted communities and persons with disabilities”.
  2. To map the different potential Vocational & skill Institutes/ Training Centers with their services provided for especialy persons with disability.
  3. To identify potential businesses, especially feasible for persons with disability to improve their socio economic standards with dignity.
  4. Need identification for vocational &skill enhancement/ capacity building of targeted beneficiaries including persons with disabilities in different trades through Training Need Assessment (TNA) exercise in the above mention selected Union Councils.
  5. Identification of forward & backward linkages development opportunities with markets and other stakeholders for sustaibility of small entrepreneurs including for persons with disability.


Key Components of “Market Demand Study for appropriate Vocational & skill Training and Enterprises development” would be as under but not limited to; 


  1. Understanding about vocational institutes’ procedures, processes which are suitable and compatible for targeted communities including persons with disabilities.
  2. Complete understanding on comprehensive market access/ linkages, techniques and sales promotion techniques and enterprise development.
  3. Make extensive and in-depth exercise to find the challenges with regards to enterprise development and promotion.
  4. Assess whether it is ethically, legally,financially and technically suitable to establish enterprise /hubs in project area of District Muzaffargarh.
  5. Identify potential enterprise options for local community included persons with disabilities.
  6. Identify potential/suitable Micro Finance Institutions, banks, organizations and Govt departments to encourage sustainable enterprise development initiatives for local community and persons with disabilities.
  7. Correlate with livelihood through interventions designed in relevance to enterprise development.
  8. Assessing existing livelihoods option used by person with disabilities.
  9. Identification of viable and sustainable traits/trade/livlelihoods opportunities for persons with disabilities with focus on women with disabilities.
  10. Assessing overall response/perception of different buisness entities towards employing of persons with disabilities in the targeted area.
  11. Mapping of vocational institutions/individual/firms both in public and private sector to provide the necessary vocational trainings to person with disabilities.


Deliverables by consultancy firms, organization, institute and individuals:

  1. To prepare and develop comprehensive road map and report about market demand and potentional “Vocational& skills trainings and enterprise Development which is fesible for targeted communities including persons with disabilities both in (URDU and English language)”.
  2. To prepare and develop comprehensive road map and report about the different potential Govt and non Govt vocational & skill Institutes, Training Centers and organizationwith their programs and services provided to community andespecialy persons with disabilities.
  3. To prepare and develop comprehensive road map and report to identify potential businesses and small enterprises which are feasible for targeted communities and persons with disabilities to improve their socio economic standards with dignity.
  4. To prepare and develop comprehensive road map and report about need identification for vocational & skill enhancement and capacity building in different trades of targeted communities including persons with disabilities.
  5. To prepare and develop comprehensive road map and report about the identification of stakeholders about forward & backward linkages development opportunities with markets of small entrepreneurs including persons with disabilities.

To prepare and develop comprehensive road map and report about the identification of different govt departments and their schemes which are relevant for targeted communities and persons with disabilities.

Requirements and Skills

The Consultancy firms/organization/ institute and individuals should have previous experience of conducting such kind of vocational and skills research and studies and also good understanding about community culture, language and norms. Consultancy firms/organization/ institute and individuals should have knowledge of issues of local communities.

The consultant must have experience in similar assignments, having strong research background, familiar with livlihoods opportunities and challenges in Southern Punjab.Having sound knowdlge of market operations and its impact and relation with PWDs. Must have a master degree in Economics, Sociology, anthropology or rural development.

The consultant, firm etc will adhere to DOABA code of conduct and child protection policies.

About Organization

“Doaba” literally means the land between two waters and symbolizes the Doaba's work with flood-prone communities. The Doaba Foundation (DF), working since 1997, is a not-for-profit-organization, registered under the Trusts Act 1882, as a Public Welfare Trust at Islamabad. Members of the Board of Trustee of Doaba Foundation, both women and men, belonging to flood-prone districts, have personal experience of flood ravages. In 1988 some of them developed an Interest in flood disaster when approached by flood effects of Tehsil Muzaffargarh to help them obtain flood relief. Over the period, more like-minded persons gathered together and decided to establish an organization (eventually registered as Doaba Foundation) to facilitate flood prone communities to cope with flood disasters in a collective and organized manner, with enhancement of livelihood and food & nutrition security options. Doaba established small pilot projects on self-help basis (contribution from trustees and local philanthropists). This experience contributed to building a model of flood preparedness and mitigation which was systematically applied in implementing a pilot demonstration project on livelihood options incorporating disaster risk reduction in a flood prone community in District Jhang, Southern Pakistan. Over the years the model has been considerably refined, particularly with reference to gender mainstreaming and issues of rescue during flood disaster.

Doaba Foundation over the years has flourished and expanded its grass root community interventions in the eight (7) riverine districts of South Punjab & 1 District of Upper Punjab in Pakistan. It is facilitating the community by working on community based disaster risk reduction and development activities in the riverine belt of Chenab located in Jhang, Muzaffargarh, Multan & Khanewal Districts and the riverine areas of Indus located in Layyah, Bhakkar, and DG Khan Districts. It has started its work in Northern side Punjab, District Sheikhupura as well. Doaba Foundation is now nationally and globally recognized as one of the lead Non-Governmental Organizations in terms of establishing and demonstrating community based floods preparedness and management models at wider scale and fostering grass root integrated development process in the remote and poverty stricken disaster prone riverine areas in various parts of the Southern Punjab Region. At present, Doaba Foundation is directly working with more than 565 communities’ organizations located in and around the river Chenab, river Indus and drought prone in 8 districts of Punjab, established vibrant collaborative working mechanism with district governments, national/ international civil society institutions, and donor agencies, and advocating for the equal development rights of disaster prone poor and vulnerable communities living in the riverine areas of Punjab.
