Background & Description

The job holder will be responsible for coordinating of ASF’s Project monitoring, evaluation, accountability & learning efforts to ensure high quality programming for the beneficiaries, partners and donors. In close collaboration with the Project Manager (ED)/Coordinator and project officers, the MEAL Coordinator will play leading role in coordinating the implementation of strategies to ensure proper planning, implementation, monitoring & evaluation of the project and the timely dissemination of best practices & lessons learned. She/he is responsible to ensure that the delivery of the project activities is in line with the EU project’s Operating Standards (Guidelines), donor requirements, and specific programmatic approaches designed by the Donor

Role Details:

  • Monitoring, Evaluation, Accountability and Learning
  • Design tools for data collection, analysis and dissemination
  • Updating and managing organisation’s monitoring system database
  • Tracking the project progress according to the project indicators (using ASF’s Tracking Table, where programme targets and progress against each planned activity)
  • Liaising with Organisation’s management, specialists and sharing project progress on weekly basis
  • Updating the database to track the output indicators performance against the set targets in the work plans and log frame
  • Guiding and leading data collection and analysis process at field level in order to produce reports that show progress in achievement of program outputs and outcomes, lessons learnt and recommendation for improvement
  • Liaising with project officers and technical staff to document good practices, success stories and lessons learnt for organizational learning and improvement
  • Reports the problems that monitoring data will have highlighted and propose solutions
  • Check the consistency of monitoring/evaluation indicators as defined for each activity
  • Ensure that all stakeholders are participating in community based activities
  • Post distribution monitoring (after each distribution, both cash and inputs)
  • Participating in the project review meetings and presentation of project progress
  • Managing the accountability, complaints and feedback system at field level
  • Training field and other staff on accountability system
  • Design and implement participatory and result based MEAL system that will generate timely information and feedback to project counterparts at all levels
  • Leading and/or coordinating research aspects of the project including taking an active role in framing research questions and development, adaptation and testing of monitoring & evaluation and TORs
  • Develop and implement a work plan for rolling out of the MEAL system at program and field office level
  • Provide technical support to Programme Manager/Project Officer on implementing M&E plan, detailed Implementation Plan (DIP) & Logical Framework
  • Provide technical support for the identification of appropriate indicators and relevant data sources, and the development of data collection systems and tools for the programs
  • Coordinate and oversee the development and maintenance of appropriate databases to accurately track data collected from various interventions across program activities
  • Building the capacities of field staff on the application of the various MEAL tools and providing day-to-day technical assistance to them in the implementation of the tools
  • Compile and produce quality organizational reports as per the donor and partners requirements documentation/sharing of success stories, best practices and lessons learned on a regular basis
  • Ensure that regular reports are generated from monitoring data and that findings are communicated effectively to appropriate persons and units
  • Serves as focal person for the implementation of Knowledge Management and Learning (KML) and child safeguarding policies/procedures
  • Perform other duties as and when delegated by the line manager


  • Good written and oral communication abilities are essential
  • Good listening skills, ability to deal with stressful and challenging situations, autonomous and able to conduct positive criticism and self-evaluation, result oriented, proactive and reactive person, able to adjust quickly to cross cultural work environment and personalities
  • Good command over English and Urdu is essential (written and oral)

University degree in statistics or planning/Social Sciences/Business Administration/Economics
or related field

Experience: At least 4 years in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E in emergency and development
