Background & Description

LASOONA: Society for Human and Natural Resource Development is a national, multi-disciplinary, development oriented and non-profit making organization. LASOONA affirms to be committed to well-being of masses through promoting ecologically sound development in remote and impoverished pockets of Pakistan in general and Khyber Pakhtunkhwa and FATA in particular.

The organization has planned implementation of long term development oriented project in selected areas of Swat and Shangla districts of KP province. The main focus of the project is to improve governance of the local development processes. The project aims to contribute towards a progressive, democratic, inclusive and empowered society, whereby all development actors including communities, civil society, local government representatives and local authorities carry forward the local development agenda in a synergized and coordinated manner.

Under the supervision of the Project Officer social mobilization the community mobilization officer is responsible for coordinating the field activities, social mobilization, Identification and selection of project beneficiaries, community leaders, formation of COs, VCOs, UCOs ICSPs and facilitate implementation of all project activities at community level. This assignment includes facilitation in development as well as implementation of community plans. He /She will be responsible for sharing of clear and proper relevant project information/ feedback and reports with the Project officer Social mobilization.

Major Responsibilities

  1. Community mobilization officer will be responsible for creation and strengthening of 4 tier community organizations in line with the project proposal, processes, the budget, the time-frame, regulations as per the partnership agreements signed with the donor
  2. Collaborate with the Project Officer social mobilization, other component heads and communities for the efficient implementation of the project activities and sharing of progress.
  3. Assist Project Management and PO M&E in monitoring, evaluation of the relevant project and quality progress reporting to donors.
  4. Regularly monitor expenditure of project financial resources and use of assets as per approved budgets and agreements & provide regular, structured feedback and monthly reports
  5. To coordinate capacity building support from donor, M&E, Finance, Logistics and security sections when required.
  6. To ensure all necessary programme documents are properly maintained and recorded properly at field level.
  7. To ensure smooth implementation of policies and code of conduct in respective project activities, in addition handling of beneficiaries and stakeholder s complaints.
Requirements and Skills
  • Demonstrated knowledge skills and experience of social mobilization
  • Experience in using PRA tools and participatory community development planning.
  • Sound and up to date knowledge of development concepts particularly local government related laws and implementation.
  • Experience in community led participatory development
  • Excellent knowledge and understanding of civil society promotion and local culture of Swat and Shangla districts.
  • Must understand and speak Pashto language
  • Excellent computer skills
Education
  • Master’s degree in Social Sciences (preferably in Sociology, Social work and Anthropology) from HEC recognised institution
  • At least 5 years’ relevant experience in development sector of which 3 years must be on community mobilization officer/Social Mobilizer in a reputable organization, preferably an NNGO/INGO.
  • Experience of donor funded projects (preferably EU funded project implementation but it is not mandatory).
