The primary objective of the mapping study and resultant gap analysis is to outline the operating and institutional context in which Empower Youth for Work project is functioning, identify avenues, windows of opportunities for quick impact, striking a balance between supply & demand while identifying options to work on demand side of the economic sector, enabling factors to engage youth specifically young girls with economic opportunities and initiatives by private sector, civil society and governments. The analysis will also identify potential risks and will suggest appropriate changes in the approaches towards youth (especially young girls) economic and social empowerment.
The study should focus following 08 selected Districts of Pakistan.
The assignment will consist of desk review, secondary and primary data. Through interviews and FGDs.The consultant will be provided with access to partners and existing project documents.
The assignment will require 40 calendar days’ consultancy time. The start date will be 25th March 2018 and will be completed on 05th May 2019.
Minimum 15 years of experience in conducting contextual/gap analysis, power analysis and assessments
• In-depth understanding of youth issues, government policies affecting youth and gender and role of local government and private sector
• Excellent and proven writing skills
• Proven experience of qualitative research methodologies
• Master’s degree (preferably a PhD) in economic, anthropology, social sciences or relevant disciplines.
