Background & Description

LASOONA in collaboration with Deutsche Welthungerhilfe (DWHH) and European Union has been implementing four (4) years development-oriented project in selected areas of Swat and Shangla districts of KP province. The main focus of the project is to improve governance and local development processes. The project aims to contribute towards a progressive, democratic, inclusive and empowered society, whereby all development actors including communities, civil society, local government representatives and local authorities carry forward the local development agenda in a synergized and coordinated manner.Both Civil Society Organizations (CSOs) and local authorities (LAs) are recognized in the action as key players in its two pillars being ‘Agents of Change’ through building their effective linkages and enabling regular dialogue within a jointly recognized and owned space while supporting the emergence of an inclusive civil society platform and mobilization of LAs and elected bodies. Sustainable development goals are more likely to be achieved if citizens and communities are engaged by LAs through inclusive decision-making processes. On the basis of the changed political circumstances in KP, it is considered that effective community mobilization can be achieved more effectively by institutionalizing interactions between communities and Local Government (LG) systems, structures and processes at the lowest tiers of the governance. Community development initiatives will be integrated with the local government system at village council, union council and tehsil level. By adhering to the principles of transformative participation and allocative efficiency, the project will bring communities closer to the state and vice versa. The action intends to contribute to improving governance in sectors identified by communities during right-based situation analysis namely health, education, agriculture, WASH and DRR recognized as socio-economic empowerment services.

It is 2 days training course designed for the active members of the village council organizations (VCOs). The objective of the training is conceptual clarity of the Community Score Card brings together the demand side (“service user”) and the supply side (“service provider”) of a particular service to jointly analyze issues underlying service delivery problems and find a common and shared way of addressing those issues. It is an exciting way to increase participation, accountability and transparency between service users, providers and decision makers. Following the draft contents which will be finalized in consultation of the selected consultant.

  1. Introduction to Community Score Card, its purpose and use.
  2. What are the benefits and challenges of using the Community Score Card approach?
  3. Process or steps to conduct the Community Score Card.
  4. Findings and analyses of the Community Score Card.
  5. Sharing of findings in the interface meeting (community and service providers).
  6. Practical Sessions on the Community Score Card process.
  7. Development of action plan for conducting community score card approach.

3.Scope of work:

LASOONA intends to engage male and female resource persons to conduct 2 days training (men and women separately) on Community Score Card Approach.

The scope of work includes;

  • Producing training schedule / agenda, conducting training on the basis of module.
  • Resource persons will be responsible to follow the above-mentioned training contents.
  • The resource person will arrange their own transportation to training venue, in case if training is held in a periphery, LASOONA will provide pick & drop to resource person, from LASOONA field office to training venue and back.
  • A comprehensive report on the process and delivery of the training will be submitted.
  • LASOONA will provide refreshment to all training participants, training hall and stationary.

4.Training Methodology:

 During training sessions, the following methodologies will be adopted

  • Role play
  • Ice breaker and energizers
  • Group work
  • Experience sharing
  • Simulation exercises local language will be preferred.
  • Handouts should be in Urdu for easy understanding

Requirements and Skills

Duration of contract;

LASOONA intends to enter into an agreement for 7 trainings (04 for men and 03 for women) on Community Score Card Approach commencing from agreement date with the selected individual, resource person or firm and the agreement will be for a period of month duration for covering all deliverables

Source of Funds (SOF)

EU with technical assistance from WHH has provided financial support to LASOONA for the trainings.

Payment schedule;

Payment will be made in two installments.

1st installment 50 % will be paid at the end of the training.

2nd and final installment of 50 % will be made on submission of quality training report.
