Background & Description


‘The Khyber Pakhtunkhwa Enforcement of Women’s Property Rights Act, 2019’ is quite new for the local population of KP province, particularly for women and men in the Newly Merged Districts or NMDs. A national organisation supporting women’s legal right to inheritance intends to initiate a public awareness campaign on this issue.

Overall objective of the Assignment

Services of a media firm are needed for public awareness campaign through Radio: Public Service Announcements (PSAs) and a talk show on women’s religious and legal rights to inheritance.

Target Audience 

The campaign will target local population, women and men, in the seven NMDs of Khyber Pakhtunkhwa

Detailed TOR for Firm

The services of the media firm are needed for:

  • Production of PSAs (2 Pashtu and 1 Urdu PSA) and a talk show on women's inheritance rights 
  • Airing of each PSA and talk show on radio stations which reach NMDs (mention ONLY NMD radio stations)
  • Share an online plan for the PSAs
  • Submit a brief final report on campaign

Output /Deliverables

  • Text/scripts for PSAs
  • Concept for talk show 
  • Final produced PSAs /recordings of talk show after feedback from CAMP
  • Airing Plan (frequency and timing of the PSA and talk show)
  • Final Report
Requirements and Skills

Knowledge, Experience and Technical Capacity required

The consultant/firm must fulfil the following criteria:

  • Will ensure standard customer experience of offered services as per PTA’s determination
  • At least 5 years of experience of providing media services
  • Preferred experience in human/women’s rights campaigns for local audiences
  • Knowledge of the districts and Pashto language (preferred)

Timeline for Campaign

The duration of the assignment is: 15 August – 20 September 2020

Airing to start after 1 September 2020


The organization shall have exclusive rights over the use of all information related to the campaign. The firm may not share or disclose any information related to this assignment publicly without the permission of the organization.

Equipment for the Assignment

No equipment will be purchased or provided for this assignment. The firm will be solely responsible for equipment needed for this assignment.

Travel and Accommodation

Travel and accommodation cost for this campaign will not be provided.

Payment Details

The payment for this assignment will be made in the name of the firm through bank transfer, after deduction of all applicable taxes as per Government of Pakistan laws. Payment will be made in three to four instalments in accordance with the services provided
