Background
  • The Government of Khyber Pakhtunkhwa, through the Elementary and Secondary Education Department (E&SED), in collaboration with UNICEF, is implementing the Multi-Year Work Plan (MYWP) 2025–2027 to strengthen the education sector’s capacity to deliver equitable, inclusive, and quality education services. The MYWP aligns with national and provincial education sector strategies and aims to address systemic challenges through evidence-based planning, cross-sectoral coordination, and sustainable implementation models.

    How can you make a difference? 

    The Monitoring and Reporting Consultant will support the implementation of the Multi-Year Work Plan (MYWP) by developing and operationalizing a robust Monitoring and Evaluation (M&E) framework to track progress, measure outcomes, and ensure data quality.

Requirements
  • Education:

    • First University Degree (bachelor’s or equivalent) in statistics, demographics, public policy, international development, economics, or related field.
    • Advanced certificate in M&E, statistics, or economics preferred.

    Work Experience:

    • Minimum of 1 year of professional experience in an M&E position responsible for implementing M&E activities for international development projects.
    • Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
    • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
    • Experience in managing cross-sectoral initiatives involving multiple stakeholders including government, donors, and NGOs.

    Skills:

    • Knowledge of major evaluation methodologies (qualitative, quantitative, mixed-method, impact) and data collection/analysis methodologies.
    • Strong coordination, leadership, and organizational skills.
    • Strong written and verbal communication abilities, including report writing, presentations, and stakeholder engagement.
    • Proven ability to develop and implement innovative monitoring and evaluation approaches.
    • Familiarity with the education landscape and policy environment in Pakistan, especially Khyber Pakhtunkhwa.
    • Proficient in digital M&E tools for project management, research, and communication.

    Language Requirements:

    • Fluency in English (verbal and written) is required. Knowledge of another local language is an asset.

    Desirables:

    • Prior work with or understanding of UN systems, donor-funded programs, and public-private partnerships
