Background & Description

Shirakat – partnership for Development, a Pakistani non-governmental organization and as Secretariat MenEngage Alliance Pakistan, is implementing a South Asian project on Child Early and Forced Marriages in Pakistan. The project aims to work at two levels; with the duty bearers through policy advocacy; and with rights holders through awareness raising and grassroots action through enhancing capacity of youth change makers on human rights.

In continuation of the project, Shirakat is hiring a consultant/firm to undertake a situation analysis of Child Early and Forced Marriages in Pakistan so that the advocacy asks and actions are planned accordingly.

Objectives:

The purpose of the situation analysis is to:

  1. Provide a well-researched and holistic picture of the prevalence of CEFM and the reasons behind the practice – both in complex emergency and development situation;
  2. Gather information on legal situation around CEFM in Pakistan;
  3. May government led, civil society and parliamentarians’ initiatives on the issue and any announced future plans;
  4. Map the South Asian regional alliances/networks/initiatives working on CEFM and any action plans developed thereof; and
  5. Identify strategies and actions that can support existing alliances and networks working on prevention of CEFM in Pakistan.

Details of the research:

The assignment is a desk review in the most part; however some interviews with relevant stakeholders may be necessary for gathering information. No primary data collection is required.

Deliverables:

The consultant/firm is expected to:

  • Submit all raw data to Shirakat;
  • Submit draft report within a month of signing the contract; and

Submit the final report within 15 days of receipt of final comments on the report.

Content and Submission of proposals:

The technical proposal should present a rationale, proposed methodology of research and a work plan as well as the profile of the team/consultant. CVs of the team proposed must be included.

The financial proposal must contain a line item wise detail of all expenses that the Consultant feels will be accrued for the research.
