Background & Description

LHDP has initiated a project “Facilitating Effective Action for Building Resilient Communities in Pakistan” with support of Oxfam Pakistan under its Programmes on Disaster Risk Management and Climate Change Adaptation. The project is focused to build the capacity of the most vulnerable and marginalized elements (including Women & PWDs) to initiate actions for adaptation of climate smart agriculture measures and water irrigation measures for sustainability of livelihood for ensuring food security. Under this project, LHDP has focused on strengthening the resilience of community and their sources of livelihood resilient in the context of climate variability.


LHDP aims, under this programme, to strengthen and enhance the leadership quality of women to guide local government in disaster management and local adaptation plans of action planning and integration process. The women leadership plays an essential role in preparedness planning and integration of disaster resilience standards in local development process.

  • Overall Objectives:

Enhance the knowledge, skill and capability of key office bearers as well as selected women members from different villages of 03 union councils in learning how to play leadership role emphasizing related government tier for making proper planning for risk management and adaptation action plans in the context of changing climate and impacts of disasters in the area.

4.2. Specific Objectives:

  1. Improve the understanding and knowledge of 30 key office bearers, particularly women and PWDs on Disaster Resilience Leadership, disaster management and local adaptation plans of action and integration process in local development
  2. Enable 30 key office bearers to work effectively on influencing n disaster preparedness and management
  1. Number of Trainings and duration

One training for two days


The consultant should send technical and financial proposal as following considerations:

7.1 Technical:

  1. Background and Detailed Profile of Consultant/Firm (demonstrating relevant experience and previous work including CV/s of Trainer/s)
  2. Methodology, Process and Steps to be followed during Training
  3. Detailed Session Plan of Training
  4. Consultant/Firms require to share the budget including Training Delivery Cost only. Travel and Accommodation will be provided by LHDP.


Note: All applicable taxes would be deducted as per current tax slab. Budget should cover the amount including taxes.


Final Document delivery of training report and manual on the subject training

  • LHDP shall support the consultant/firm to share the relevant information of the project and communities, subject to applicability
  • LHDP will facilitate the consultant/firm in finalizing their plan of assignment
  • LHDP will facilitate in conducting meetings with target groups and stakeholder, if required
  • LHDP shall provide facilitation to women participants to reach the designated location as per schedule of training


Requirements and Skills

The consultant should have:

  • Experience of working on similar assignments
  • Sound knowledge on gender and disasters
  • Sound knowledge on Disaster Risk Reduction, Climate Change Adaptation and Advocacy & Lobbying and Disaster Resilience Leadership
  • At least 5 years experience of delivering such trainings preferably community organizations of disaster prone areas;
  • Excellent in community facilitation and communication;
  • Excellent in local language (Sindhi)

About Organization


Laar Humanitarian and Development Programme (LHDP) is a non-governmental, not for profit humanitarian and development organization. It is a legal entity; established on April 2006 and registered under Society Act (1860) on July 1, 2006.

The initial team of LHDP, being the civilian of Pakistan observed the situation of frequent disasters and non-participatory role of civil society and government in local development. They felt an importance of societal role in building a resilient socio-economic environment in disaster prone and marginalized areas of Sindh. This team took initiative from grassroots level with a limited team and self-help approach from the End District of Pakistan, called Badin. Through the continuous efforts and exposure , LHDP became a large scale organization in year 2010 with its geographical coverage in eight districts of Sindh Province.
