Doaba Foundation is a humanitarian organization working in disaster prone areas with the vision of “Disaster Prone Communities Becoming Self-Reliant in Pursuit of Their Common Interests”. Doaba’s mission is to improve the quality of life among rural people and, it concentrates on communities prone to disaster. It believes in achieving the goal through optimal utilization of available resources i.e. physical-biological, moral and human. It seeks to build capacities of such communities incorporating even the relief activities into program of preparedness interventions, facilitating emergence of self-reliant communities.

The project titled “Promotion of Sustainable Food and Nutrition Security in district Muzaffargarh, Punjab” (PAK-1087) is being implemented by Doaba Foundation with the financial support of Deutsche Welthungerhilfe (DWHH). The overall goal of the project is “To improve household food and nutrition security in flood prone communities by promoting sustainable social, economic and agricultural developments in district Muzaffargarh, Punjab, Pakistan”.

This project is being implemented in 30 flood prone villages from 6 Union Councils of district Muzaffargarh. Project is in final phase so there is need to develop Project Documentary including success stories and case studies in order to highlight the relevance, efficiency, effectiveness and impact of the interventions for the target communities at this stage of project to propagate interventions, their appropriateness and utilization at a large scale. Project documentary and success stories will fulfill the purpose of presenting Sustainable Food and Nutrition Security model and also sharing practices adopted by people for replication in any other area.

Purpose and Scope of Work:

Doaba Foundation is seeking an experienced Pakistani Nationals (both individual and firms) as a Consultant to develop a video documentary on achievements of Food and Nutrition Security Project, (PAK-1087) where project interventions and the approach has to be recorded in target area of Muzaffargarh district. The consultant has to record all interventions carried out under the project and will prepare 3 to 5 minutes’ documentary and 2 success stories to be used for broadcasting on media channels and sharing copies with relevant stakeholders (especially donors, communities, government officials, civil society organizations, international organizations).


  • Produce edited HD video recordings of the scenarios captured including textual display, narration, translation, subtitles and voiceover in English where necessary.
  • Production of HD still images of various activities along with the videos.
  • One Clip of approximately 5-6 minutes in length of whole project including 50-60 seconds promotional version of project in voice over and 2 case studies each 2-3 minutes in length in 1080p (HD) resolution.
  • Provision of High-Definition (HD) composed, editable file (What so ever software is used for video editing).
  • Draft documentary of whole project and each case study; present to Doaba Foundation for review and comments.
  • Submission of final master videos in 10 DVDs (after approval by Doaba) of each video documentary (3 Documentaries) and copies of raw videos.

Following would be the responsibilities of individual consultant/ firm to achieve above mentioned objectives:

The consultant will work closely with the project staff for following tasks:

  • To hold discussions and meetings with Project Coordinator and project team about the preparation of documentary script before capturing the scenario.
  • Technical planning of video shooting, in line with project activities, focusing key interventions and theme of the project.
  • To capture video recordings as agreed with Project Coordinator and as according to the prepared script with consultation of whole project staff.
  • Develop the documentary script and storyboard to be used in the film.
  • Interview selected interviewees for the documentary who will include actual beneficiaries, government officials, representatives of civil society organization, program & project staff of Doaba Foundation.
  • Visit the project intervention areas and interact with the local communities who’ve been impacted by the projects to get context and capture the documentary.
  • Perform appropriate video filming and shoot interviews (using high definition still camera and drone camera for optimal coverage of area and interventions) with the Projects’ major beneficiaries and stakeholders.
  • To translate the project beneficiaries' voice into Urdu/English for subtitles where necessary.
  • Finalize the videos as according to the feedback provided by the project team.
Requirements and Skills
  • Extensive experience in producing development work related documentaries with the aim of reaching both local and international audiences.
  • Experience in working with development organization Proven experience to produce documentaries and case studies of similar kind in Food Security/ Livelihoods/ NRM projects will be an essential.
  • Ability to understand/relate with type of work Doaba Foundation/DWHH in field.
  • Excellent technical capacities (state of art filming equipment preferably High Definition) to ensure smooth and high-quality production (Have quality equipment’s required).
  • Strong knowledge and experience of local communities and their language residing around riverine belt of Chenab in District Muzaffargarh.
  • Experience having enough capacity and resources to meet tight deadlines and action plans.
  • Clear understanding of quality and standard documentary development for national and international organizations in Pakistan.
  • Having proven skills, experience and track record of video documentary development.
  • Experience of writing of scripts with voiceovers.
  • Have the human resource for all the technical work like shooting, editing, audio, mixing, voiceover, graphics etc.
  • Excellent planning and organizational skills.
  • Excellent ability to meet deadlines.

Content of the proposal:

  • Technical and financial proposal, budget, and expression of interest;
  • Work plan including proposed timeline; (Tentative work-plan/timeframe is given below).
  • CV/profile of individual consultant and Sample of previous work done including Work references - contact details (e-mail addresses) of referees (firms for whom you’ve produced similar assignments) at least 3 references.
  • CV/ profile of lead person in case of firm and Sample of previous work done by the proposed person.
  • Profile/CV of firm including Work references - contact details (e-mail addresses) of referees (firms for whom you’ve produced similar assignments) and sample of previous work.
  • Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) which may include human resource, technical costs, mobility cost and/ or other relevant costs related to the assignment.
  • A brief and comprehensive methodology to execute and accomplish the task successfully with in timely manner.

Copyright and Intellectual Property Rights:

In consideration of the fees paid, the Consultant expressly assigns to Doaba Foundation any copyright arising from the works the consultant produces while executing this contract. The consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Doaba Foundation.

The last date for submission of proposal is 10-12-2018 COB (5:15 PM).

Proposals received after the submission deadline will not be entertained under any circumstances.

About Organization

“Doaba” literally means the land between two waters and symbolizes the Doaba's work with flood-prone communities. The Doaba Foundation (DF), working since 1997, is a not-for-profit-organization, registered under the Trusts Act 1882, as a Public Welfare Trust at Islamabad. Members of the Board of Trustee of Doaba Foundation, both women and men, belonging to flood-prone districts, have personal experience of flood ravages. In 1988 some of them developed an Interest in flood disaster when approached by flood effects of Tehsil Muzaffargarh to help them obtain flood relief. Over the period, more like-minded persons gathered together and decided to establish an organization (eventually registered as Doaba Foundation) to facilitate flood prone communities to cope with flood disasters in a collective and organized manner, with enhancement of livelihood and food & nutrition security options. Doaba established small pilot projects on self-help basis (contribution from trustees and local philanthropists). This experience contributed to building a model of flood preparedness and mitigation which was systematically applied in implementing a pilot demonstration project on livelihood options incorporating disaster risk reduction in a flood prone community in District Jhang, Southern Pakistan. Over the years the model has been considerably refined, particularly with reference to gender mainstreaming and issues of rescue during flood disaster.

Doaba Foundation over the years has flourished and expanded its grass root community interventions in the eight (7) riverine districts of South Punjab & 1 District of Upper Punjab in Pakistan. It is facilitating the community by working on community based disaster risk reduction and development activities in the riverine belt of Chenab located in Jhang, Muzaffargarh, Multan & Khanewal Districts and the riverine areas of Indus located in Layyah, Bhakkar, and DG Khan Districts. It has started its work in Northern side Punjab, District Sheikhupura as well. Doaba Foundation is now nationally and globally recognized as one of the lead Non-Governmental Organizations in terms of establishing and demonstrating community based floods preparedness and management models at wider scale and fostering grass root integrated development process in the remote and poverty stricken disaster prone riverine areas in various parts of the Southern Punjab Region. At present, Doaba Foundation is directly working with more than 565 communities’ organizations located in and around the river Chenab, river Indus and drought prone in 8 districts of Punjab, established vibrant collaborative working mechanism with district governments, national/ international civil society institutions, and donor agencies, and advocating for the equal development rights of disaster prone poor and vulnerable communities living in the riverine areas of Punjab.
