Background
  • On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), GIZ will implement the project “Strengthening Education and Health Services for Refugees and Host Communities (EHS)” in three selected districts of the province Khyber Pakhtunkhwa. The project aims to support the Pakistani partners to strengthen access to public education and health services in refugee-hosting communities. To this end, the project will strengthen sector governance in education and health, and support co-operation between the Chief Commissioner for Afghan Refugees and subnational government structures. In line with the Sustainable Development Goals (SDGs) and its principle Leave No One Behind (LNOB), the project focuses on improving the access to public services for vulnerable groups, including Afghan refugees, women, youth and persons with disabilities.

    Key Responsibilities

    • Ensuring the implementation of inclusive policies and procedures in the assigned area of responsibility to avoid systematic biases or discrimination
    • Actively engage in on-going self-reflection and continues to advance their knowledge and skills related to diversity, equity and inclusion
    • Integrate approaches that are sensitive to gender and the inclusion of vulnerable groups including refugees and persons with disabilities in programme scope
    • Ensure programme activities contribute to SDGs, the SDG principle Leave No One Behind, the KP SDG Framework and the Government of KP Women Empowerment Policy
    • Contributes to the introduction and design of a politically sensitive and complex thematic area (decolonial/postcolonial policies and practices)
    • Provide gender disaggregated analysis, strategic advice and expert support to the programme and its partners on current gender issues and opportunities
    • Lead programme approaches, initiatives and work packages to promote inclusive engagement of women and vulnerable groups in programme outcomes and partner reform strategies and plans
    • Provide strategic and advisory oversight for programme compliance to SDG-5 gender equality
    • Implement gender-related programme plans, activities and recommendations for achievement of pro-gramme results in the areas of gender inclusion and disability inclusion
    • Lead on the implementation of the recommendations for the programme’s gender analysis
    • Assist the programme and its initiatives to establish liaison and cooperation with a broad range of stakeholders for the promotion of specific approaches on gender, refugees, persons with disabilities, inter alia KP Commissioner for Afghan Refugees, Education Department, Health Department, Social Welfare Department, KP Commission on the Status of Women
    • Provide gender differentiated reports on gender strategy / topics / approaches in line with programme requirements
    • Introducing new approaches, innovation, techniques, tools for effective learning and knowledge management including power-sensitive approaches

    Advising the partner institution(s)

    • Design gender related programme activities conforming to result areas, provides collaborative support for mainstreaming of gender-specific and inclusive approaches and provides hands-on technical assistance and advise to the project and partners
    • Manage the development, implementation and monitoring of gender and inclusion specific activities with special focus on vulnerable groups in the refugee and host communities
    • Contribute to preparing and implementing intra-programme and programme-partner coordination processes for joint activities and work at the programme target areas
    • Develop and organise quality assurance measures and suggest necessary changes, improvements and initiatives with regards to gender approaches as well as inclusivity
    • Responsible for the design, preparation and implementation of workshops, seminars and other events on issues connected with the programme’s area of activity
    • Management of programme activities and coordination
    • Manage and coordinate integration of gender and inclusion approaches, tools and monitoring mechanisms to support the result areas
    • Provide focused quality assurance input for programme approaches, activities, deliverables and products
    • Identify and advise on context-sensitive initiatives for the programme and partners to strengthen local capacities for gender inclusion, disability inclusion and sensitivity towards needs of vulnerable groups
    • Manage quality of focus in all areas of responsibility, including products, presentations in all media, documents and publications
    • Assess gender and inclusion related capacity needs of partner institutions and formulate collaborative capacity building initiatives for implementation
    • Manage consulting assignments and ensure that the quality of the deliverables and products is aligned with programme objectivities, outcomes and outputs, indicators (tor, monitoring of assignments, timely delivery of products, etc.)
    • Assume responsibility to facilitate, document, monitor and communicate results of training events, workshops, forums, conferences, team meetings and other programme activities
    • Support missions, reporting, impact monitoring, programme progress review, etc.

    Networking & Cooperation

    • Foster cooperation, regular contact and dialogue and maintain good working relationships with partners and other stakeholders in the sector, including the target groups
    • Cooperate, communicate with GIZ projects/programmes particularly in Khyber Pakhtunkhwa to improve learning, cohesion of efforts, development of synergies and effective knowledge management
    • Contribute relevant PR work, communicate local interests and efforts, forward and encourage sharing ideas and information for the benefit of the programme

    Knowledge Management

    • Develop practical, sustainable strategies and technical concepts, including guidelines, manuals and procedures
    • Research relevant topics to the area of responsibility and share target group-oriented inputs with the team, partners and other stakeholders
    • Ensure knowledge transfer to all stakeholders involved
    • Report and present results of the area of responsibilities to a wide range of stakeholders and contributes to various internal or programme (monthly/quarterly/annual) reports
Requirements
    • Master’s degree in gender, social sciences or equivalent
    • At least 5 years thematic-focused practical experience in a comparable position, preferably in Khyber Pakhtunkhwa, international experience and/or in the development sector
