Position:                       Manager Program Development and Implementation

Profile Summary:

The Program Development Manager leads efforts to respond to program development needs with an emphasis on strategically increasing organizational portfolio in priority areas. This position independently oversees and manages team comprised of consultants and external partners to develop proposals in response to donor solicitations and organizationally determined priority areas. In developing proposals, s/he leads project design (depending on the size and complexity of the opportunity) and writes concept notes, proposals, determines budget allocations, recruits consultants and personnel, and upon award liaises with program staff to ensure efficient project implementation. The position provides guidance and support for field-based proposal development initiatives, including conducting capture trips, interviewing and determining staffing for key personnel positions, screening local partners, and apportioning partner budgets. The position is held accountable for high-quality submission of all donor-related requirements by internally or externally imposed deadlines. S/he contributes to the larger strategic development of the Program Development Department and serves in a least one leadership role for the department. S/he represents the organization externally with international and local partners as well as government and private donors.


Tasks and deliverables:


Program Development

  • Lead, plan, and coordinate the proposal development process with all relevant stakeholders’ involvement (e.g. MEL unit, finance operations)
  • Maintain systems and tools (including donor trends analysis, funding trackers, grant trackers, reporting templates and calendars, etc.) and guide the program team with donor specific formats and requirements
  • Take lead in editing and finalizing concept notes, conceptual framework, results framework in accordance with donor specified guidelines and requirements
  • Bring innovation to scope of programming by expanding ideas to focus on public private partnership
  • Develop human interest stories and communication content to showcase organizations flagship programs and projects
  • Take lead in maintaining strong coordination with existing donors and strengthen linkages with new/potential funding partners
  • Engage relevant networks (national and international) to enable organizational learning to influence key stakeholders


Project Management

  • Ensure implementation of projects and programs by managing well-coordinated teams
  • Ensure well structured, result based, and high-quality reports are developed and shared with respective donors
  • Lead comprehensive review and planning exercise for learning and sharing across multi-department teams
  • Mentor and manage multi-cultured staff and taking responsibility of transparent performance appraisal to promote culture of professional growth and development
  • Guide field staff to effectively manage workplans for timely completion of targets and develop result based reports
  • Conduct periodic orientation sessions, and lead roll out meetings before beginning new projects to take all teams on board. Responsible for mentoring teams to understand donor specific formats, and financial requirements
  • Take lead in designing effective advocacy campaigns at community and national level
  • Oversight budget spending trends and conduct periodic meetings with finance department for financial monitoring
  • Conduct regular visits to field areas to guide and monitor field teams working on ground
  • Design and facilitate participatory learning, monitoring and evaluation mechanisms to ensure informed learning on effectiveness of programme approaches and to utilize them for program improvement
  • Introduce innovative approaches and good practice to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable program results

Education and Specifications

  • Master’s degree in social sciences or any other relevant field
  • At least seven years’ work experience in development sector including minimum three years of experience in similar position

Preferred Skills & Knowledge

  • Familiarity with data management software (MS Access, MS Excel, SPSS, etc.) desirable and accountability systems
  • Knowledge of the geographical location, Technical Report Writing (Advanced), Research Reports (Advanced), Proposal Writing (Advanced), Strategic Planning (Advanced)
  • Proven experience in establishing monitoring and reporting systems and quantitative/qualitative data collection techniques
  • Strong communication and negotiation skills with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
