Background & Description

We are looking for MEAL Coordinator, and this position is to provide support to assigned programme pillar(s), projects and partners of Oxfam to ensure improved programme quality & implementation; availability of timely and high quality data and reports for informed management decisions; accountability and lesson learning for evidence generation and adaptive programming. MEAL Coordinators under the supervision of MEAL Manager will be responsible for providing direct support to all or any of the 3 programme pillars of Oxfam (Gender Justice, Governance and Economic Justice, Saving Lives-Now and in Future) in devising their Theory of Change (ToC), Results frameworks, MEAL plans, capacity building of staff and partners, development of accountability mechanisms at the project/community level, support the design of evaluation and studies etc.

What we are looking for 

Our next MEAL Coordinator assist MEAL manager and programme managers to develop and update theory of change for Oxfam country programme in Pakistan. Assist MEAL Manager and Funding & Business Development Manager in designing log frames and MEAL frameworks for new project proposals. This role will provide technical assistance to Oxfam and partners staff for quantitative & qualitative information gathering, analysis, quality control, reporting and documenting learning for adaptive programming and informed management decisions. Ensure programmatic compliance as per contractual obligations, systems and procedures and agreed standards defined in contracts, proposals and MEAL frameworks. Contribute to learning and quality reviews by preparing, disseminating and analyzing data, lessons learnt and good practices. Support programmes/projects managers in improving quality of donor reports especially highlighting project contribution towards results, key learning, areas of improvements and risk management.

Requirements and Skills

 Masters’ degree in Social Sciences or a relevant degree from a recognised university
 Proven Knowledge of computerised systems and high degree of computer literacy including
Word, Excel, Power Point and statistical software in the collection, analysis and reporting

 Minimum of 5 years’ working experience of monitoring, evaluation, planning and implementation
with well-known and reputable organisations
 Expertise in programme/project management in partnerships with private and civil society
 Proven experience in designing and implementing MEAL systems and procedures
 Thematic knowledge on any of the programme areas that are priority for Oxfam (Gender Justice,
Governance, Humanitarian, Climate Change, WASH, Education) in contexts of monitoring and
evaluation of such projects
 Demonstrated knowledge of quantitative and qualitative study methodologies
 Expertise in designing and conducting baseline, evaluations, programme reviews
 Demonstrated analytical skills and strategic planning abilities
 Substantial experience to lead information management system, database development and
knowledge management
 Experience in and the ability to facilitate training at different levels
