Role overview                                                                               

To serve as MER focal point for Pakistan country office and support the programmes team in research, reporting, consolidating evidence, knowledge management, planning and review systems of project/programmes to ensure strong project delivery in line with people first principles.

Requirements and Skills

Essentials: 

Provide assistance in the design and implementation of M&E plans and associated guidance; in the collection, management and analysis of project data and ensuring quality; in writing, reviewing and contributing to a variety of project reports; in staying informed of and applying M&E innovations, tools and best practices to projects; and in supporting tracking learning (lessons learned/ good practices) and impact processes.

Project Monitoring:  Work with Sr.Programmes Manager and programme team members to develop and maintain detailed M&E plans Risk Logs and frameworks for projects, producing them in a variety of formats as necessary to suit audience. Monitor progress of project benefits against work plans.  Provide technical assistance for project(s) M&E, including direct support to and capacity-building of partners’ organization staff. Conduct regular M&E supervision and coordination activities of various project (s) in field along with partners on a regular basis;

Project Reviews, Baselines and Evaluation:  Conduct baseline, mid-term and end of project data collections, as well as regular field visits to access the performance of projects on ground and report on the situation. Contribute to and support the development of appropriate mechanisms and tools to monitor and evaluate impact and change at programme, partnership and primary actor levels. Participate in quantitative data analysis and sometimes be assigned to perform quantitative analysis  Strengthen the current monitoring and evaluation practices - continuous monitoring, annual reviews, and mid-term and final evaluations; 

Design of M&E tools and support to Programme development

Support the signature programme development of leading and supporting on documents as MEL plans, Log-frames and Results framework 

Research Build: Research build on identified opportunities to support the conducting of research in accordance with VSO’s vision and approach to development, VSO’s evidence principles, VSO Global strategic direction, and in recognition of the distinctive contribution of volunteering.  Work collaboratively with the global research, monitoring and evaluation team and with the VSO core programme areas research teams

Internal and External Reporting: Lead on all report compilation and information management of the project(s)/programme, developing and enforcing protocols for storage and use of information. Support partners to write robust and relevant reports, collate partner reports in order to report internal and external reporting and provide feedback on partner reports. Provide Programme/Project(s) Team(s) and relevant internal stakeholders with key reports and information. Support the Programme Managers to ensure compliance to all Donor and Government of Pakistan reporting and data storage  requirements; maintaining adherence to best practice in project and grant management

Logistics and Administration: Support and organise key project(s)/programme review meetings, learning events and monitoring visits. Maintain records – set up and maintain project files, establishing document control procedures.  Maintain quality register, other registers and logs as necessary.

Other Duties –Fulfil other appropriate level responsibilities as defined by line mmanager from time to time; Abide by VSO core values and other VSO policies regarding; Safeguarding, Gender Sensitivity, Child Protection, Data Protection Act, Confidentiality and Security.

Qualification:

Masters in development studies, social sciences or related discipline

About Organization

Voluntary Service Overseas, VSO was set up in the UK in 1958. Today we work to improve education, health, livelihoods, gender and social inclusion and resilience in 24 countries across the globe. VSO believes that people are the primary agents of change. Volunteers, giving their professional expertise, serve marginalized communities in more than 20 countries across the world. VSO Pakistan was established in 1987 with the support of the British Council and in 1991 started working independently. Four years later VSO signed a Memorandum of Understanding with the Government of Pakistan, which was renewed in 2016 with MoI and EAD as per new INGO regulations enforced by the Government of Pakistan.

In Pakistan, VSO has engaged the skills and expertise of over 500 international volunteers and over 100 national volunteers, primarily to support initiatives in education, participation and governance, youth social cohesion and peace, health, resilience building, HIV and AIDS, and women empowerment. These experts in their fields have been placed with a diverse range of over 70 partner organisations across Pakistan.

Currently, VSO Pakistan envisions to present itself through its initiative as an organization which is able to reach the most marginalized primary actors for bringing a meaningful change in their lives through youth engagement, promoting social cohesion, women empowerment, secure livelihoods, resilience/disaster risk management and inclusive education programmes. Enabling us to promote gender equality a culture of inclusion, youth employment and enterprise, enhance voice and accountability and develop community resilience.
