Background & Description

1.    Purpose of the Position:

DOABA Foundation is a leading national NGO working in South Punjab, implementing projects both in development as well as in emergency response. Currently DOABA Foundation is implementing a three-year programme on Community Inclusive Development (CBID). The CBID Programme has five major components which includes Disability Inclusive Disaster Risk Reduction, strengthening inclusive community organisations, Inclusive Livelihoods, Quality and Accessible Health Services and improved accessibility of public/community shared spaces.

The Project Coordinator (PC) will lead overall CBID programme implementation in the target area. PC will ensure that the different components of the CBID programme are implemented in a manner which meets high standards of quality, internal and external compliance, policies compliance and ensuring inclusion of persons with disabilities in all phases of programme implementation.

The PC will be responsible for coordinating, managing, planning and supervising implementation of all components of the CBID programme. The PC is expected to have good comprehension of complex programme implementation and understand disability and inclusion in overall development programmes. The position holder is required to provide inputs in technical backstopping, building capacity of staff, and high quality programme implementation.

Responsibilities will include coordination of different programme components, Programme budget management and ensuring quality and timely implementation of all components of the CBID Programme. Furthermore, PC will play a key leading role in implementation of the programme as per standards agreed with the partners.

Among other important aspects of this position is inclusion of person with disabilities in all phases of the programme implementation.


2.    Responsibilities and Tasks:

2.1       Overall programme management and implementation:

  • To develop and ensure suitable tools and mechanisms to monitor the progress, quality and impact of the CBID Programme.
  • To assist in resolving issues that come up during project implementation.
  • In case of staff turn over the PC should immediately initiate the process of new recruitment and closely coordinate with HR in recruitment of staff. 
  • Provide strong leadership, encourage, support, coach and mentor the programme team, and ensure capacity is built and appropriate results are attained.
  • High quality coordination maintained with all stakeholders specially Disable People Organisation and Government Departments at district, provincial and national level as and when required.
  • Project budget monitoring and utilization achieved by 100%.
  • Regular meeting conducted among programme staff to review programme implementation progress, document challenges and come up with solutions.
  • Provide technical guidance and backstopping to staff and also monitor programme implementation and provide guidance to project staff on implementation.
  • Analysis of local context to inform and contribute to further improvement in planning, design and implementation of the CBID Programme where needed.
  • Contribute to the strategic direction of Doaba Foundation Inclusive programming in Southern Punjab through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.
  • Support staff to integrate protection, do no harm principles and promote inclusion while implementing programme activities.
  • Provide effective, innovative and technical leadership in overall management of the programme.
  • Facilitate adoption of best practice/approaches/models in the course of the implementation of the programme.

2.2       Capacity Building

  • Facilitate and contribute to capacity building (both formal and informal) of the programme staff and DPOs.
  • Documenting lesson learnt and best practices from major programme interventions and disseminate it to relevant stakeholders.
  • Provide support to programme implementation staff so that they have required skills and knowledge to engage with DPOs and other broader communities.
  • The PC must ensure that Doaba Foundation systems/standards are in place to support effective programme compliance, staff understands the systems/standards and adhered to accordingly.

2.3       Budget Management and compliance:

  • Quarterly and yearly budgets, details implementation plan as well as implementation strategies are in place and in line with the programme design and partner requirements.
  • Regularly monitor actual expenditure and compare them with the budget agreed with the partner, project fund requirements, review budget and regularly communicate with finance team in case there are any changes
  • Ensure and monitor the allocated resources are used in the most efficient and cost effective way while trying for highest possible quality of implementation
  • Ensure a healthy and acceptable budget burn rate is maintained and has the ability to take steps to improving burn rate in case of slow progress.
  • Keep close coordination with finance team in DOABA head office as well as field office
  • Ensure procurement is done in a manner which is fully compliant with organisational policies and partner requirement in close coordination with procurement team.

2.4       Coordination, networking and Relationship:

  • Established adequate referral linkage of project target groups with the appropriate service providers, policy makers and other stakeholders.
  • Develop strategic relationship and partnership with key stakeholders at National, Provincial and District Level.
  • Coordinate, build and nurture effective working relationship with DPOs, Government line departments at district, province and national level, foster collaboration and partnership
  • Educate and sensitise relevant stakeholders on key disability and inclusion issues with relevant stakeholders (Social Welfare, Agriculture and Livestock Extension, District Disaster Management Authority, Public Health Engineering etc.)
  • Closely coordinate internally with different projects and sectors and management within DOABA.

2.5       Documentation and Reporting:

  • Monthly, quarterly, semi-annual, annual and other program and financial reports prepared, in place and documented in time aligning with programme design and grant provider requirement.
  • Support and supervise documentation officer in documenting different themes of the programme while maintaining quality.
  • Develop reports as and when required.
  • Maintain database management in Horizon for Project as per requirement.
  • Qualitative reporting and implementations models ensured.
  • Capture evidences of good practices on regular basis.
  • Ensure 100% compliance of Child Safeguarding policy.
Requirements and Skills

3.    Persons Specification:

3.1    Essential:

  • A minimum of seven years’ professional experience in a well reputed organisation in implementing multi sectoral complex programmes.
  • Experience in designing and implementing community driven interventions in multi sectoral programs.
  • Experience in implementing programmes in rural areas, understands cultural and power dynamics and overall socio-economic situation.
  • Knowledge of different sectors and approaches currently being implemented in Pakistan and specifically in flood prone areas.
  • General understanding of Disability inclusion concept.
  • Understanding of business sector, microfinancing, social protection schemes etc.
  • Well versed in MS office and other related software.

3.2    Desirable:

  • Understanding of disability inclusion in implementation of multi sector complex programmes and issues being faced by persons with disabilities.
  • Understanding of rights based approaches to programming, knowledge of SDGs and UNCRPD.
  • Have past experience in working with person with disabilities or elderly people.
  • Background in working in programme related for person with disabilities or promoting inclusion will be a plus.

Must have a Master Degree from reputable recognised University in Rural Development, Development Studies, Project Management, Social Sciences or any other relevant subject

About Organization

“Doaba” literally means the land between two waters and symbolizes the Doaba's work with flood-prone communities. The Doaba Foundation (DF), working since 1997, is a not-for-profit-organization, registered under the Trusts Act 1882, as a Public Welfare Trust at Islamabad. Members of the Board of Trustee of Doaba Foundation, both women and men, belonging to flood-prone districts, have personal experience of flood ravages. In 1988 some of them developed an Interest in flood disaster when approached by flood effects of Tehsil Muzaffargarh to help them obtain flood relief. Over the period, more like-minded persons gathered together and decided to establish an organization (eventually registered as Doaba Foundation) to facilitate flood prone communities to cope with flood disasters in a collective and organized manner, with enhancement of livelihood and food & nutrition security options. Doaba established small pilot projects on self-help basis (contribution from trustees and local philanthropists). This experience contributed to building a model of flood preparedness and mitigation which was systematically applied in implementing a pilot demonstration project on livelihood options incorporating disaster risk reduction in a flood prone community in District Jhang, Southern Pakistan. Over the years the model has been considerably refined, particularly with reference to gender mainstreaming and issues of rescue during flood disaster.

Doaba Foundation over the years has flourished and expanded its grass root community interventions in the eight (7) riverine districts of South Punjab & 1 District of Upper Punjab in Pakistan. It is facilitating the community by working on community based disaster risk reduction and development activities in the riverine belt of Chenab located in Jhang, Muzaffargarh, Multan & Khanewal Districts and the riverine areas of Indus located in Layyah, Bhakkar, and DG Khan Districts. It has started its work in Northern side Punjab, District Sheikhupura as well. Doaba Foundation is now nationally and globally recognized as one of the lead Non-Governmental Organizations in terms of establishing and demonstrating community based floods preparedness and management models at wider scale and fostering grass root integrated development process in the remote and poverty stricken disaster prone riverine areas in various parts of the Southern Punjab Region. At present, Doaba Foundation is directly working with more than 565 communities’ organizations located in and around the river Chenab, river Indus and drought prone in 8 districts of Punjab, established vibrant collaborative working mechanism with district governments, national/ international civil society institutions, and donor agencies, and advocating for the equal development rights of disaster prone poor and vulnerable communities living in the riverine areas of Punjab.
