The Role

The purpose of Gender Justice (GJ) team is to increase awareness, building capacities, coalitions, networks of civil society organisations for promoting gender justice and elimination of all forms of violence against women. GJ is an integral programming pillar for Oxfam and it is led by Gender Justice Programme Manager, and it includes positions of Project Managers, Project Coordinators, and Programme Officers working on women political and social advancement and empowerment. The Gender Justice programme pillar also works closely with the other programme pillars, including Economic Justice & Governance, Humanitarian Response, Resilience, and Climate Change Adaptation.   

The objective of the Gender Justice programme set in Oxfam’s Country Strategy is: “Marginalized women in urban and rural settings in selected Districts of Pakistan feel safe and secure from all forms of violence and act as leaders of change to transform the society and promote gender justice and women’s rights”. The intent and commitment is enshrined in Oxfam’s Gender Policy, which states that gender equality is a goal of our work as well as a pre-requisite to overcoming poverty and suffering.

What we are looking for 

The goal of the She Can Lead (2017-2020) Project is to support the strengthening of democracy in Pakistan, focusing on gender responsiveness in electoral processes; promoting women’s political emancipation and leadership; and ensuring their equal participation in decision-making, utilising established Women’s Leadership Groups (WLGs). The project aims to address social, political and cultural discriminatory practices in the pre, during and post-election context of Pakistan by enabling women’s political participation, empowerment and leadership through: a) increased women’s individual and collective agency and leadership to advance women’s rights by building the capacity of women to take action b) Improved community support for women’s political and social participation and leadership by promoting women’s rights and celebrating champions who endorse positive norms, customs and culture and c) Strengthened accountability and responsiveness of institutions for women’s political participation, representation and leadership through institutions such as Election Commission of Pakistan (ECP), National Database and Registration Authority (NADRA), National and Provincial Commissions on the Status of Women (N/PCSW) and local government bodies.

Project Manager will lead the She Can Lead Project, which works to empower women and girls to be full and active participants in decision making, occupying positions of power, and simultaneously influencing communities, organizations, stakeholders, to advance gender equality in the political sphere by contributing in the project design, implementation and monitoring to change/challenge structures and ideologies that justify gender inequality and power imbalance.

The Project Manager will support the Gender Justice program at Oxfam in Pakistan through  managing partnerships and funds around women’s transformational leaders, women and girls’ electoral rights, ending violence against women and girls, and gender issues; providing programmatic input into Oxfam programmes, and Campaigns; and providing programmatic input to other teams to mainstream women’s transformative leadership and violence against women and girls issues in their respective areas of work. The Project Manager holds primary responsibility to manage the budget of this project, supervise staff working within this project, and manage implementing partners and consultants working on different components of this project. The Project Manager will also closely work with the project team comprised of the Project Coordinator and Project Officer and with MEAL and finance teams for the smooth implementation of the project, tracking results, and budget monitoring.

Requirements and Skills

SKILLS, EXPERIENCE AND KNOWLEDGE

  • University degree required preferably in gender and social development, Human Rights or International Development.
  • Relevant experience required to manage program and/or projects Demonstrated experience and capacity to engage and motivate others to support gender equality.
  • Extensive experience in the developing, monitoring and evaluation frameworks and systems.
  • Proven experience and capacity to engage and motivate others towards the achievement of gender equality objectives.
  • Extensive knowledge of CSO, WRO, government and donor development agenda’s and priorities in Pakistan and extensive professional networks.
  • Proven knowledge and experience of creating change, both through working in partnership with other organisations and direct implementation. Page 5 of 8
  • Proven Knowledge and experience in campaign and advocacy in depth understanding of community and Pakistan gender equality issues and their inter-relationships.
  • Experience in development and implementation Civil Society Organisations (CSO) and Women Rights Organisations (WROs) support programs.
  • Facilitation of workshop, and mentoring support for capacity building of CSOs
  • Have passion in gender equality, women & child rights.
  • Proven experience on high level reporting skills to deliver outputs to agreed deadlines.
    • Proven skills in managing staff reporting to her/him;
    • Excellent coordination skills.
    • Proven track record of working with policy makers and legislatures
    • Fluent written and spoken English;
    • Proposal and report writing skills
    • Excellent communication and interpersonal skills
    • Ability to link with other players in the development arena and represent Oxfam effectively
    • Creativity – thinking of new ways to ensure influence of key Gender Equality issues
    • Computer literacy of appropriate level
    • Ability to work under pressure, prioritise well and commitment to meet deadlines
    • Ability to travel extensively especially to remote areas
    • Commitment to the aims and objectives of Oxfam
