Background

This position is located in the UNODC Country Office Pakistan (COPak) in Islamabad (Pakistan), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) and in the Implementation Support Section (ISS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA), UNODC. The Programme Associate will work under the direct supervision of the UNODC Anti-Corruption Adviser for CoPAK, together with overall supervision of the relevant staff member of ISS/CEB/DTA in UNODC Headquarters in Vienna (SRO function).

Duties and Responsibilities

The incumbent will be responsible for providing substantive and administrative contribution in the area of programme management and implementation, reporting, monitoring and evaluation in conformity with United Nations rules and regulation, and policies for the implementation of the Global Integrity Education Project in Pakistan. Within assigned authority, the Programme Associate will be responsible for the following duties:

  • Support the coordination of activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.)
  • Ensure that operations, finance management, procurements, logistics, liaison and communication activities assigned to the programme are conducted according to UNODC standards and procedures.
  • Provide support to the coordination of work with the private sector entities and academic institution in Pakistan to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitor and analyze specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommend corrective actions; liaise with relevant parties; identify and track follow-up actions.
  • Assist to carry out basic research and analysis and present information gathered from diverse sources in order to keep abreast and maintain a knowledge based on emerging issues related to the Global Integrity Education Project in Pakistan.
  • Assist in performing consulting assignments, in collaboration with the national counterparts, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan that the national counterparts will use to manage the change.
  • Assist in the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc.
  • Provide administrative support to consultative and other meetings, conferences, to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.
  • Assist to undertake outreach activities; participate in the development of training workshops, seminars; participates in and make presentations on assigned topics/activities.
  • Participate in field missions, including provision of substantive and administrative support, data collection.
  • Provide support to the programme in the recruitments of consultants in collaboration with the relevant units
Requirements and Skills
  • Experience in organizing meetings, conferences, seminars, including their substantive, logistic and administrative aspects
  • Is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns
  • Solid knowledge of MS office tools (Word, Excel and Publisher) with advanced knowledge of MS Excel and MS Access
  • Foresees risks and allows for contingencies when planning
  • Uses time efficiently and ability to work under pressure and follow tight deadlines.
  • Ability to interact effectively with high-level government counterparts, national and International professionals.
  • Previous experience with the UN or an international organization/environment is an asset.Excellent interpersonal, verbal and written communication skills in English and UrduAbility to work independently, under pressure and to tight deadlinesDevelops clear goals that are consistent with agreed strategies

 

  • Education:  Higher Secondary School Certificate/Certification in accounting/finance
  • Experience:  A minimum of Seven years of experience, including relevant experience in providing financial support is required. The project management experience will be an added advantage. Experience of related projects on Anti-Corruption, Anti Money Laundering or Financial Monitoring Unit of Pakistan is highly desired. Ability to create organizational work plans and budgets. Experience working with international organizations/UN is preferred.
  • Language:   English and French are the working languages of the United Nations Secretariat.  For this position fluency in English and Urdu, with good drafting ability, is required.
