Background & Description

GIZ International Services is preparing for the EU funded project “Support to Parliamentary Development in Pakistan”. The overall objective of the programme is to support the consolidation of parliamentary democracy in Pakistan.


The purpose (outcome) of the project is to contribute to sustainable institutional strengthening and operational and technical capacity for improved performance of the federal parliament (the National Assembly and the Senate) and of the Provincial Assemblies. To achieve its purpose, the project will work across the following three result areas (outputs) to achieve:

  • Enhanced legislative, oversight, budgetary and representation functions;
  • Strengthened administration and support services; and
  • Facilitated inclusive parliamentary processes and capacity building to end poverty and hunger and promote good health wellbeing and quality education.

Your Tasks:

  • Support the EU Delegation, the Senate and Assemblies’ stakeholders and the technical assistance team in achieving the overall objective, purpose and results of the project.
  • Lead the technical assistance team in assisting, supporting and building the capacities of the National and Provincial Assemblies and the Senate to strengthen the identified parliamentary functions and the performance of the Assemblies.
  • Be responsible for the overall project coordination and execution, including (but not limited to)
    • supervision of professional staff and experts,
    • establishment and review of programmatic and budgetary priorities,
    • submission of required work plans and reports,
    • communication and coordination with all stakeholders.
  • Assist the EU Delegation in tasks related to the facilitation of donor coordination as well as in tasks related to the Project Steering Committee and specific working committees in the Assemblies.
Requirements and Skills
  • At least a Master’s Degree in Public Administration, Law, Economics, Political Science, Management or equivalent.
  • Demonstrated analytical, negotiation, cross-cultural and interpersonal skills.
  • Excellent communication and knowledge transfer skills.
  • Good leadership and coordination skills.
  • Excellent report writing skills.
  • Ability to work collaboratively with technical assistance supported by different entities.
  • Excellent command of English.


General professional experience 

  • At least 10 years of professional experience in development cooperation.
  • At least 5 years of experience of team management comprising international and local experts, including multi-sectoral teams.
  • Experience as a Team Leader or equivalent on complex projects.
  • Experience in South Asia and in particular Pakistan would be considered an advantage.


Specific professional experience 

  • Multiple years of working on democratic governance and institutional strengthening in developing countries, preferably in a technical advisory capacity, including in South Asia.
  • Experience in support to capacity building and policy development of state institutions, especially parliaments, preferably on federal and provincial levels.
  • Experience in planning, delivering, management and implementation of capacity building programmes associated with public administration reform, parliaments and electoral management bodies.
  • Experience advising on inclusivity in parliamentary process, especially with respect to gender, minority groups and people with disabilities.
  • Experience in project cycle management with ability to manage and oversee all aspects of the project cycle.
  • Experience in policy dialogue and maintaining regular communication with and coordination of all project stakeholders.
  • Experience working with EU development cooperation and proficiency in EU procedures would be considered an asset.

Germany and Pakistan have been partners in sustainable development since 1957. GIZ provides support for thousands of apprentices and vocational education institutions to enable them to meet the demands of the labour market. It assists the agencies operating the social security and health insurance system in providing social protection for large numbers of people. In the textile sector, GIZ is supporting the Pakistani Government in ensuring labour and environmental standards are upheld.

GIZ is advising Pakistan on a more efficient, transparent and citizen-friendly approach to governance. For example, its work promotes decentralisation and local governance. This includes assistance for state and civil society efforts to boost development on the border with Afghanistan.

GIZ is also supporting the use of renewable energies and energy efficiency by promoting financing options and advising on technical implementation.

On behalf of the German Federal Foreign Office (AA), GIZ is helping Pakistan to improve its management of refugees.

In addition to its two main commissioning parties, BMZ and AA, GIZ is also carrying out projects based on cofinancing arrangements with other donors such as the European Union, Great Britain and Norway.
