Background & Description

LASOONA – Society for Human and Natural Resource Development” is a natoinal, multi-disciplinary, development oriented and non-profit making organization. LASOONA affirms to be committed to well-being of masses through promoting ecologically sound development in remote and impoverished pockets of Pakistan in general and Khyber Pukhtunkhwa (formerly North West Frontier province -NWFP) and FATA particular.

LASOONA in collaboration with Deutsche Welthungerhilfe (DWHH) and European Union has been implementing four (4) years development-oriented project in selected areas of Swat and Shangla districts of KP province. The main focus of the project is to improve governance and local development processes. The project aims to contribute towards a progressive, democratic, inclusive and empowered society, whereby all development actors including communities, civil society, local government representatives and local authorities carry forward the local development agenda in a synergized and coordinated manner.

The local communities under the program are mobilized and organized in the form of three tiers community institutions namely Community Organizations (COs), Village Council Organizations (VCOs) and Union Council Organizations (UCOs). These community institutions will struggle to strengthen local community and will work for participatory development as well undertake numerous community infrastructure activities.  For this purpose, community in both districts have identified their prioritized needs through VCDPs and UCDPs. In the project the VCOs and UCOs will be supported to implement prioritized community development projects/schemes. The VCOs and UCOs will be supported technically and financially in the implementation of project/schemes. A total of 41 project/schemes (33 with VCOs & 08 with UCOs) will be implemented by LASOONA in both districts.  For technical feasibility of the schemes, preparation of scheme design and BoQs.

LASOONA is going to hire the services of individual consultant who will be responsible for the following tasks.

·         Carry out technical feasibility and detail survey of the 41 schemes (Number of schemes can be increased), identified schemes as well as prepare cost estimate of the selected schemes.
Technical feasibility
o   Scheme Accessibility

o   Material rates analyses (Market + Transportation)

o   Construction period keeping in view local climate

Scheme detail survey
o   Source location, source/ irrigation channel discharge, command area, total length and slope, nature/ types of crops to be irrigated and delta, (if irrigation channel)

o   Source location, source discharge, design demand, hydraulic statements (pipe and slope calculation), total population, tank and pipe designing (as per area requirements) total length and slope. (Water supply scheme)

o   History of flood, designing of apron, height and width of retaining wall, length and scope of work

BOQs and cost estimation
o   Preparation of BOQs and cost estimation as per market and transportation cost rate analysis including supplier or vender cost.

o   Contingency cost if needed

Need assessment of  tools for each individual scheme/project planned to be constructed under the component.

  • Tools kit item selection as per scheme nature.
  • Assist the Project Officer-Infrastructure in design, cost estimation and execution of CPI activities like different types of safe water supply system/schemes, link roads, different types of retaining walls, light weight structures, irrigation channels and water courses along with preparation of detailed materials and cost estimates, standards BOQs, site plans and other technical documents etc.
  • Training and orientation of the work supervisors and local village committees i.e material, monitoring and O&M.  for efficient and effective supervision of the infrastructure projects.
  • Monitor work progress of the ongoing schemes/projects and technical directions to skilled and unskilled labor on daily basis
  • Assist the Project Officer in preparation of the work plan, and progress reports.
  • Coordinate with concerned government departments for their input.
  • Participate in weekly planning and review meetings and fortnightly meetings as and when required.
  • Maintenance and update of filing system and record keeping

Education

Qualifications and Skills for Induvial Consultant

  • B. Tech or DAE (Civil Engineering) with relevant experience.
  • Good communication skills – both written and verbal;
  • Having excellent knowledge of Computer Proficiency fluency in MS Office, Word, Excel and hands on experience on Engineering software programs, drawing ect.
  • Good working knowledge/ skills and practical experience pertaining to rural infrastructure and community development infrastructure engineering standards and specifications.
  • Good team player and gender sensitive.
  • Knowledge of local languages is preferred.

General Professional Experience

  • Minimum 03 years relevant post Degree experience for B.Tech (Civil Engineering) and for DAE (Civil Engineering) minimum 5 years post Degree relevant experience, preferably with NNGO/INGO.
  • Working experience in Swat and Shangla districts will be preferred

Specific Professional Experience

  • Sound knowledge of design and implementation of various rural development infrastructure constructed in remote villages of KP;
  • Experience of working with district administrations, line departments, and other development agencies;

Financial Component:

The maximum number of points will be allotted to the lowest rate offered by bidder.  All other price proposals will receive points in inverse proportion to the lowest price; e.g., Lowest quoted price/Quoted price x 100= total marks obtained 30% of weight age.

Shortlisted consultants will appear for technical test and interview.

Proposals receveid after the submission of dealine will not be entertained under any circumastances. LASOONA reserve the right to reject the proposals having not fullfilling minimum criteria of qualification and experience.

  • Consultant will be hired for long term, agreement will be made as per need of the assignment.
