Background
  • LASOONA in collaboration with Deutsche Welthungerhilfe (WHH) and European Union has been implementing five (5) years development-oriented project in selected areas of Swat and Shangla districts of KP province. The main focus of the project is to improve governance and local development processes. The project aims to contribute towards a progressive, democratic, inclusive and empowered society, whereby all development actors including communities, civil society, local government representatives and local authorities carry forward the local development agenda in a synergized and coordinated manner. Both Civil Society Organizations (CSOs) and local authorities (LAs) are recognized in the action as key players in its two pillars being ‘Agents of Change’ through building their effective linkages and enabling regular dialogue within a jointly recognized and owned space while supporting the emergence of an inclusive civil society platform and mobilization of LAs and elected bodies. Sustainable development goals are more likely to be achieved if citizens and communities are engaged by LAs through inclusive decision-making processes.

    Being a part of inclusive functional 4-tier grass root institution system, the women in both targeted areas are observed less developed in terms of economic empowerment and decision-making process. These women have great potential but their development is being hindered by socio political, traditional and cultural practices, lack of a single platform and non-availability of physical support from business support agencies. Recognizing that women in targeted areas are interested in starting their own businesses therefore any support to overcome their hindrances and other barriers in establishing their own businesses will have significant impact on their social and economic well-being.  For the socio-economic uplift of rural women, LASOONA proposed technically and financially support initiatives.

    To identify the existing trades, potentials, highlighting constraints to business women and their access to market linkages, a scoping study was conducted in both districts. Based on the identified the trades (Tailoring and Embroidery), 33 women self-help groups were formed by LASOONA at the Village Council (VC) level (16 in Swat & 17 in Shangla). Each woman self- help group consisted of ten skilled/semi-skilled women having the willingness and potential to start their own businesses and sharing same business interest. To ascertain the impacts of the project, a Baseline Study was conducted with Women Self-help Groups in 33 village councils of both target districts of Swat and Shangla.

    To minimize the gaps and limitations with regard to technical capacities, business infrastructure, business development support and spatial mobility, LASOONA has already provided skilled oriented trainings (3 days each) to these WSHGs and also provided inputs for products development.  this assignment has been planned to achieve the desired results specially to enhance quality of technical skills and develop productive market linkages for income increase. Thus, for the mentioned purpose LASOONA seeking to hire the services of expert organization/consultants (firm or individual). The expert consultant is supposed to assess technical skill gaps of the WSHGs members and provide on job trainings and facilitate them in their linkage’s development with markets, and help them in implementation of their business development plans as a group.

     

     

     

     

    1. Terms and conditions:

    2.1 Logistics arrangements for consultant and participants:

    All travel, lodging expenditures/arrangements should be covered in the total cost of consultancy, the consultant/ consultancy firm will take full responsibility for all those arrangements. LASOONA will transfer the refreshment cost @500/day to members of WSHG as training participants through selected consultant and only for two days training.

    2.2: Required documents to be submitted along with proposal:

    Institution/firm needs to submit the following;

    1.Technical and financial proposal duly signed.

    1. Profile of the institute/firm and.
    2. CVs of the 4 technical experts, who will impart the training sessions and provide technical support to WSHG, and CV of marketing person as well as CEO of the firm.
    3. Cover letter or letter of motivation, explaining relevancy and suitability of the consulting firm for this assignment.
    4. List of similar nature assignment completed by the firm in the past on the given template

     

    Individual Resource Persons needs to submit the following;

    1. Objectives of the assignment:

    Objective of the assignment are….

    • To strengthen WSHGs group functioning mechanisms for working as group of entrepreneurs.
    • To bridge technical skill gaps of the group’s members in development of quality and marketable products.
    • To enhance market linkages of WSHGs for income increase.
    1. Scope of work:

    To achieve the above-mentioned purpose and objectives, the services of a consultant (individual or firm) will be hired who will be assigned the following tasks to achieve.

    1. Assessment

    Consultant/firm will carry out following assessments in a maximum 33 days in both districts (the consultant has to spend a complete working day not less than 8 hours with each of the WSHG to carry out the detail assessment to identify the following aspects)

    • Assessment of group functioning (the focus of the assessment will include: how the group functioning could be improved? what are the feasible options and opportunities for group functioning? what support tangible and intangible the group needs to function as group? What is the potential for economy of scale?
    • Assessment of Skills gaps of all 330 members (the assessment will be focused on enterprise development, viability of the group’s business plans, sample of their existing products and its development including color combination, designing, quality of stitching and tailoring, (the assessment will not be confined to the mentioned areas, more could be added, these are indicative areas however shall not be excluded)
    • Assessment of market linkages (focused on existing market linkages of group members, explore willingness of the groups keeping in view their mobility constraints, scope and potentials of more market opportunities, participation of group members in Exhibitions, listing of marketable products, listing of potential buyers, mechanisms of linkages between WSHG and market players for placing orders and collection of products including payment mechanism)
    1. Capacity Strengthening of WSHGs members

    Based on the assessment the consultant/firm will carry out activities to develop/strengthen capacities of WSHGs members. The activities may be in the form of structured trainings or informal mentoring sessions or others as required based on the findings of assessment. For this purpose, the consultant/firm will carry out the following activities.

    • Development of capacity enhancement plan for each of WSHGs based on the findings of the assessment. MOV for this will be capacity building plan for each of the WSHG on the agreed template dully signed by WSHG and endorsed by focal person from project team
    • Develop mechanism for each of the WSHG to work and function as a group including getting orders and sending products to the market as a group using the principles of economy of scale, availing skill enhancement opportunities, review and updating business plan and record keeping) MOV for this will be group functioning mechanism in the shape of by-laws internal MoU between the group members for each of the WSHG on the agreed template dully signed by WSHG and endorse by focal person from project team
    • Deliver number of trainings/mentoring sessions at field level, especially focus on market trends including sample development, designing color combination, stitching, cutting sewing etc.
    • The duration of training and mentoring session may vary from group to group and will be decided keeping in view findings of the assessment, however at least two days structured training or mentoring sessions will be organized by consultant for all members of each WSHG. These training sessions would not be the target under this millstone the consultant has to organize more than 2 days follow up sessions with the ultimate target to enhance readiness of the group and their products and enable them to compete in the market. MOV for this will be capacity building plan, schedule of training, attendance of training and mentoring sessions for each of the WSHG on the agreed template dully signed by WSHG and validated by focal person from project team

     

    1. Market Linkages

    The consultant/firm will develop market linkages of WSHGs members. For this purpose, the consultant/firm will carry out following activities.

    • Mapping of potential markets/E-marketing scope and opportunities for marketing of embroidery and tailoring products of 33 WSHG. The opportunities to be explored shall be both local regional and national.
    • Contacts with market players, the consultant will establish contacts with potential buyers for linking the WSHG with them
    • The consultant will arrange meetings of groups members with markets players for products selling, include visit of buyers to the groups or group visit to the market/buyers
    • Facilitate participation of groups members in exhibitions (the cost to be incurred on participation of WSHG in exhibitions will be borne by project through respective dedicated budget line and will not be borne by consultant under this consultancy cost)
    • Expected outcome of these support will be (#1: at least 80% group members have established productive linkages with buyers and have sold out their products in market at least once during the consultancy period and #2: at least 80% groups members products displayed in exhibitions by themselves/their male members or by their group leaders) The MOV for this milestone will be attendance of the WSHG members in participation in exhibitions and display of their products, record of the WSHGP showing orders from the market and payment record where the group or its members have been paid by the buyers for their products the consultant will be paid on achieving these milestones.

     

    1. Required qualification and experience:

    The consultant both firm/institution/individuals shall have demonstrated capacity and capability to

    undertake similar assignment. The following criteria will form the basis for selection.

     

      3.1 Firms/Institution consultant.

    • A consulting firm/institution registered with any registration authority and being on the active taxpayers list of Government of Pakistan if applicable.
    • The firm must have demonstrated expertise in implementation of Programmes related to livelihood, enterprise development and entrepreneurship
    • Must have a pool of at least 4 technical experts (female only) (2 each for district Shangla and Swat, one each expert of embroidery and tailoring)
    • Education qualification for technical experts is minimum FA FSC, have at least 5 years’ experience of conducting similar nature technical training and entrepreneurship Preference will be given to experts having some diploma in vocational course Related to embroidery and tailoring
    • The firm having at least 5 years of previous experience in carrying out similar nature assignments (of national/provincial/ local scale) for national and/or international agencies and has to submit a separate list of assignments completed on the following template

    • For validation and verification the consultant has to share/submit the latest reports of the completed assignments/experiences at the time of interview and may be asked by the selection panel for submission of MOVs of the past experiences, the MOVs will include contract agreements, purchase order, completion certificate/report etc. failing to submit the MOVs the proposal shall not be considered further for selection)
    • Having expertise and experience in developing skill-oriented training manuals and materials in the previous completed assignments’ will be shared by the consultant as MOVs once shortlisted for the second round (interview).
    • Having experience of developing business linkages of entrepreneurs with market and organizing/participation in exhibitions events for products display and selling. The consulting firm has nominated at least one marketing person preferably women and submit his/her profile along with proposal. The proposed marketing person shall have expertise and practical experience in marketing, business linkages development and must have demonstrated experience of similar nature responsibilities completed in the past.
    • The human resource (pool/experts/trainers/marketing person) must be fluent in Pushto language have demonstrated knowledge and sensitive of the socio-cultural environment of both the target districts of Swat and Shangla.
      • Individual consultant.
    • An individual leading consultant (s) having Master degree in social science preferably Economics, Development Studies, Business Administration and is on active taxpayers list of Government of Pakistan if applicable.
    • Must have demonstrated expertise in implementation of Programmes related to livelihood, enterprise development and entrepreneurship
    • The lead consultant must have a pool of at least 4 technical experts (female only) (2 each for district Shangla and Swat, one each expert of embroidery and tailoring)
    • Education qualification for technical experts is minimum FA FSC, have at least 5 years’ experience of conducting similar nature technical training and entrepreneurship Preference will be given to experts having some diploma in vocational course Related to embroidery and tailoring
    • The lead consultant shall have at least 5 years of previous experience in carrying out similar nature assignment (of national/provincial/ local scale) with national and/or international agencies and has to submit a separate list of assignment completed on the following template

    1. Supervision and reporting:

     

    The final shortlisted consulting firm/institution/individual will report to Project Manager LASOONA related to this assignment.

     

     

    1. Selection method:

    Hiring of consulting firm or individual will be carried out in accordance with the procurement procedures method following procurement guidelines of LASOONA WHH and EU.

     

    1. Ethical considerations:

     

    The consultant firm/institution/individual may adapt/customize material from other sources developed by national/international organizations. However, the firm/institution/individual will have to ensure adherence to the standard protocols of citation/referencing by seeking permission/acknowledgement of the sources from where data info is to be adapted/customized for the proposed assignment. The onus of any liability/claim from any party regarding plagiarism or misuse of their material will be on the consultant firm/institution/individual, and LASOONA or its donor will not bear any responsibility in this regard.

    All data info and material developed under this consultancy will be the property of LASOONA. The consultant firm/institution/individual or any of their representatives will not use part or whole of the material and/or any associated materials for any other assignment either for LASOONA or any other client without prior written permission from LASOONA’s authorized unit.

     

    1. Deliverables:
    2. Develop and submit templates for assessment, capacity building plan, internal MoU for WSHG to LASOONA project team and management for their review and feedback
    3. Conduct the assessment of all 33 WSHGs as per the agreed template and submit assessment document for each of the 33 WSHG.
    • Make a capacity building plan of all 33 WSHGs and submit document of capacity building for each of the 33 WSHG.
    1. Complete the training, mentoring sessions and on the job training support outlined in the capacity building plan for each of the 33 WSHG and submit the MoVs
    2. Make linkages of the WSHGs with potential buyers, organize meetings between WSHG and buyers and sell products of at least 80 % WSHG.
    3. Ensure that at least 80% groups members products displayed in exhibitions by themselves/their male members or by their group leaders)
    • Submit final narrative report within two weeks of completing the assignment. After one week the consultant will submit a first draft of the two reports for district Swat and Shangla to LASOONA management for feedback. Then the consultant will submit a final draft, incorporating all feedback, within two weeks of the training completion.

     

    Source of Funds (SOF)

    European Union in partnership with Deutsche Welthungerhilfe (WHH) has provided the financial support to LASOONA for this task.

    2.3: Financial proposal/Quoted rates:

    The total budget for this consultancy/assignment is up to PKR 16,50,000/- All quoted rates in financial proposal / quotation must be indicated in PKR currency, including unit rate and total amount. Quoted rates stated in currencies other than PKR will not be considered in the awarding process.  All rates must be inclusive of all government taxes, (current and imposed during the contract period) including income and sale as well as all other applicable taxes/charges (Where and when applicable). The rates shall be inclusive of all cost to be incurred on the assignment including travel logistics etc. quotation mentioning travel logistics cost and taxes separately will not be considered in the awarding process.

    2.4: Duration of contract:

    The selected consultant has to complete the assignment within 4 months after signing the contract the following are tentative timeframe.

    Starting Date:    February 1, 2022

    Completion Date: May, 31, 2022

    2.5: Payment schedule; The assignment has four milestones and payment will be made in four installments (each for achieving concern milestone as shown below and submission of MOVs). All applicable taxes will be deducted at the time of each payment.

Requirements
  • Shortlisting and Selection criteria:  

    1. Adequate technical capacity specified in the required capacities and qualification.
    2. Agreement on all the terms conditions specially time frame of the assignment.
    3. Out of 100 marks weightage of technical proposal will be [1]80% and financial proposal will be [2]20%.
    4. Final selection will be subject to approval of LASOONA management based on recommendations of procurement committee

    2.7: Procedure of consultant selection:

    1. In the first stage after opening of the bids, the shortlisting of the potential consultant will be carried out.
    2. In the 2nd stage the shortlisted consultant will be invited to LASOONA head Office in Swat for in person interview, where the capacities of proposed consultants/firms will be assessed by the selection panel. The shortlisted consultant along with pool of technical experts and marketing person must attend the interview.
    3. The selection panel will assess the quality of previous experience, quality of the reports of the activities of same nature and may ask for means of verification for the assignments accomplished in the past.
    4. The selection panel will check the reference of previous work carried out by the consultant/firm.
    5. Based on the recommendations of procurement committee management of LASOONA and WHH award the contract to selected consultant.
    6. The selected consultant has to submit and get approved the inception report before starting the assignment

    [1] The 80% marks will be further divided as= 40% for profiles of 4 technical experts, 15% for profile of 1 marketing person and 15% for profile of firm or lead consultant in case of individual and 10% for quality of reporting skills.
