Background
  • The project “Building Bridges: Fostering Social Cohesion between Forced Displaced Afghans and Host Communities“ (BBSC) is financed by the Department for Stability and Humanitarian Aid (DSH), Ministry of Foreign Affairs, Government of the Netherlands and implemented by GIZ. The project is supporting humanitarian assistance and reconstruction and promotes peace and security, rule of law and good governance, strengthening human security and dignity as a result of the intervention. It contributes to the Government of Pakistan’s Ministry of States and Frontier Regions (SAFRON), interests in the implementation of the “Solutions Strategy for Afghan Refugees to Support Voluntary Repatriation, Sustainable Reintegration and Assistance to Host Countries”.

    Key Responsibilities

    • Ensuring the implementation of inclusive policies and procedures in the assigned area of responsibility to avoid systematic biases or discrimination
    • Actively engage in on-going self-reflection and continues to advance their knowledge and skills related to diversity, equity and inclusion
    • Integrate and operationalize gender and diversity aspects in project planning, implementation, monitoring and evaluation and reporting
    • Develop and implement inclusive suitable methodological approaches in the assigned area of responsibility to avoid systematic biases or discrimination
    • Lead Capacity Development & Outreach Initiatives
    • Oversee planning and execution of knowledge-sharing, partnership-building and innovative outreach initiatives (e.g., Urban Cohesion Hubs, CBOs mentoring, livelihood and skills programmes), ensuring peaceful coexistence, community well‑being and integration of gender, youth, inclusion and climate resilience across all activities.
    • Support in Communications & Visibility measures of BBSC in ensuring the quality assurance of the products

    Knowledge management

    • Identify, document, and disseminate lessons learned to strengthen organizational learning and improve access of targeted communities to UCH services, thereby fostering peaceful coexistence.
    • Contribute to knowledge management initiatives by gathering, organizing, and sharing ready-to-use strategies, concepts, and tools (e.g., guidelines, manuals, and procedures) that promote networking and sustainability of welfare activities.
    • Support research initiatives by suggesting relevant topics, coordinating processes, and ensuring results are effectively communicated among stakeholders.
    • Organize events, workshops, and publications as well as facilitate missions to share successful implementation examples.
    • Facilitate knowledge exchange among partners and stakeholders to strengthen collaboration and collective learning.
    • Develop high-quality reports, presentations, and other knowledge products for internal use and external partners.
    • Provide inputs and information to the Communication and Outreach team to enhance public relations, visibility, and advocacy efforts in urban settings.
    • Contribute to strengthening partnerships by maintaining effective communication and supporting collaborative initiatives with external stakeholders.

    Capacity development & outreach 

    • Lead the planning, execution and oversight of capacity-building and outreach initiatives, ensuring they align with BBSC objectives to promote peaceful coexistence and community well‑being.
    • Support the design and rollout of inclusive outreach initiatives (Urban Cohesion Hubs, mentoring of local CBOs, livelihood and skills-development programmes) that strengthen community capacities and resilience.
    • Coordinate and facilitate project reviews, assessments, surveys, third‑party evaluations and end‑of‑project studies. Use the findings to inform evidence‑based decisions and improve capacity development and outreach efforts.
    • Provide technical input for strategies and policies that foster sustainable, bottom‑up, participatory community development. Ensure these align with BBSC goals, Government of Pakistan and the commissioning party priorities.

    Partnerships and cooperation

    • Establish and strengthen relationships with key stakeholders of the BBSC program, including local authorities, government entities, UN agencies, NGOs, academia, civil society organizations, and communities engaged in project interventions.
    • Facilitate cooperation and regular dialogue among the Government of Pakistan, UNHCR, private sector actors, philanthropists, business associations, and individuals to improve and sustain UCH services.
    • Support and advise partner structures in developing effective coordination mechanisms (e.g., steering structures) to plan, implement, and monitor agreed program activities.
    • Organize networking events, workshops, and other forums to strengthen stakeholder engagement.
    • Collaborate with Technical Advisors and implementing partners in coordinating and implementing activities that enhance project ownership and long-term sustainability
Requirements
    • Master’s degree in Social Sciences, business administration, or any other relevant field
    • Minimum 5 years of profound professional experience with vulnerable communities preferably in urban areas including youth empowerment
