Technical advisory support on energy-efficient and/or sustainable building solutions
Provide technical advice to national and subnational partners (e.g. NEECA, provincial development authorities, municipalities) on the implementation and further operationalisation of the Energy Conservation Building Code (ECBC 2023), including building envelope, passive design, materials, and building systems.
Support to planning and implementation of demonstration projects
Technically support the identification, design, implementation, and documentation of demonstration projects (e.g. social housing, alternative construction materials, white- and green roofing) showcasing energy- and resource-efficient construction methods, including cost–benefit analyses, life-cycle considerations, and scalability assessments.
Review architectural and engineering drawings for compliance with energy efficiency and national construction standards.
Support supervision and technical monitoring of construction measures.
Capacity development and training support
Contribute to the development and delivery of training and qualification measures for public authorities, private-sector actors, universities, and vocational institutions on sustainable construction, building energy efficiency, and ECBC compliance, including support to training materials and curricula.
Assist in developing technical guidelines, manuals and documentation for capacity development, replication and scaling.
Technical coordination with partners and knowledge transfer
Support technical coordination and knowledge exchange with national and international partners, including German companies, research institutions, AHK/DGNB, and development finance institutions, to facilitate technology transfer, cooperation formats, and market-oriented solutions.
Technical inputs to project planning, reporting, and quality assurance
Provide technical inputs to annual planning, progress reporting (PPR), and monitoring of results, ensure technical quality of outputs, and support the integration of cross-cutting topics such as climate mitigation, resilience, gender-responsiveness, and sustainability.
Technical advisory support on Knowledge Dissemination, Awareness Raising & Digitalization Support
Plan and implement marketing measures and awareness campaigns on building transition and related topics
Advise on digital data management on energy consumption in the building life cycle including software applications
Establish trustful working relations with all project implementation partners and stakeholders (selected partners from the construction and energy sectors, associations of Pakistan construction companies, private project developers, financial institutions, and civil societies e.g., green building council, and other Institutions
As part of the energy task force, under the integrated approach, support the team lead with up-to-date knowledge on policy, trends, movements, expertise in energy under the integrated cluster approach to all the projects
Facilitate learning labs among technical advisors of different projects in the cluster and to GIZ staff as a whole to develop awareness on topics of energy (Renewable, Efficiency, and Management) and need for behavioral change to promote resource conservation
Support to project implementation & management
Organize information exchange events in close coordination with lead executing agency, counterparts and relevant associations (roundtable meetings, workshops, seminars etc.)
Support proactively the information exchange within the Energy and Climate Change Cluster as well as cooperation at portfolio level
Actively participate in GIZ working groups meetings to improve communication and facilitate the working relationship and exchange of experiences with/amongst GIZ projects and programmes
Provide project management support, including the development of detailed annual activity plan with an associated budget outline, in close consultation with partners, stakeholders, and the Project Responsible
Support project visibility by documenting and communicating key technical results and demonstration projects (e.g. energy-efficient buildings, ECBC implementation cases) through brief technical notes, factsheets, presentations, and contributions to stakeholder events, in coordination with the GIZ communications team and partners
Support monitoring and evaluation by contributing to the tracking of technical indicators, documenting progress of outputs and demonstration projects, and providing technical inputs to project reporting and evaluations in coordination with the M&E focal point and the AV
Requirements
Bachelor`s degree in Civil Engineering or Architecture or any other relevant field
3-5 years of relevant professional experience in building design, construction supervision, energy efficiency of buildings, sustainable construction (incl. LCA) or any other relevant field
