Background
  • Key Responsibilities

    • Be responsive to the needs of all individuals – staff, interns, clients, and partners, regardless of their diverse characteristics like ethnicity, race gender, sexual orientation, religion, age, or disability status etc.
    • Assess capacities and facilitate required skill development of the team in the assigned area of responsibility to enhance gender and diversity aspects

    Leadership and Management

    • Independently manage the components “Enhanced capacities of targeted federal and provincial institutions”, “Compliance with international agreements and standards”, and “Public-private dialogues” in accordance with commission, project goals and activities agreed with the public and private partners, team agreements and/or agreements with the Head of the Project.
    • Technical and disciplinary leadership of the Technical Advisors working in the components in various locations in accordance with GIZ cooperation and leadership principles and guidelines to promote a sense of corporate identity, enable staff to conduct tasks independently and create scope for developing creativity and innovation.
    • Responsible for project operational and financial planning for the component and development of project concepts and strategies, ensuring their implementation. Manage and monitor the component budget in consultation with the Head of project.
    • Manage the continuous exchange with public sector partners and stakeholders on federal and provincial level.
    • Coordinate and prioritise relevant project activities at local level in cooperation with the partners, both with regards to the organisational preparation and implementation of the activities.
    • Manage design, preparation and implementation of capacity development workshops, seminars, training, coaching and other events with partners.
    • Ensure quality of Monitoring and Evaluation and cooperation with the Monitoring and Evaluation unit.
    • Design and operate a system for backstopping and monitoring of the activities. Compile relevant information for joint activities and assignments.
    • Ensure appropriate measures to secure operation of the project in the absence of the Head of project.
    • Recruit/select, plan assignments and professional development of assigned staff members.
    • Conduct annual staff assessment and development talks for assigned staff members.
    • Management, monitoring, and evaluation for the service providers (international and local) to ensure that they provide cost-effective and qualitative services.
    • Ensure innovation and knowledge management and communication of innovations to a broad target group.
    • Integrate results and experience into teamwork.

    Professional advisory 

    • Serve as the focal person for partners, providing policy advice on the sustainable development of SMEs, strengthening the capacities of the public sector, and improving compliance with national and international commitments.
    • Advise partners, stakeholders, and team members on relevant National and EU-regulation
    • Advise partner institutions on commission clarification, identification of needs, development of concepts and strategies, and provision of technical input.
    • Participate in identifying needs for external support and advisory services, work on policy recommendations and development of a strategic approach.
    • Deal with the design, preparation and implementation of workshops, seminars and other events on issues related to the project’s area of activity.
    • Develop and organise quality assurance measures and suggestion for necessary changes, improvements and initiatives
    • Monitor project progress and the activities of the component, review reports and documents on the progress of joint projects, identify bottlenecks, and recommend alternative management options to the Head of project
    • Ensure that the services provided by the component are aligned with the partner’s needs

    Knowledge management

    • Compile information on the project activities and ensure knowledge transfer
    • Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
    • Draw up reports and presentation documents
    • Formulate appropriate input for various project reports including annual reports, and contribute to the other reports required by Head of project, GIZ Head Office, and EU delegation
    • Undertake research activities and studies on political issues which benefit joint projects and programmes

    Coordination

    • Responsible for project planning for the component and development of project concepts and strategies, ensuring their implementation
    • Coordinate and prioritise relevant project activities at local level in cooperation with the partners, both with regards to the organisational preparation and implementation of the activities
    • Manage and monitor the component budget in consultation with the Head of project
    • Compile relevant information for joint activities and assignments

Requirements
    • Master’s degree in a field related to project objectives (Public Administration, Governance, Political Studies, Management, Engineering, Green economy or any other relevant area).
    • 5 years of experience in project management, with a strong preference for experience in grants management.
    • 3 years supervisory/management experience in leadership positions.
    • 3 years of professional experience in advising the public sector on policy review and policy implementation and public-private dialogue.
