Background
  • The WASH Specialist (WASH-CEE) NOC GJP is to be used in the Quetta Field Office, where the WASH Programme is a major component of the Country Programme (or CCPD). The WASH Specialist reports to the Chief Field Office, who is at P-5 level.  In the 2025 PBR, the WASH Section became the WASH & CEE Section, taking on the second Climate, Energy and Environment (CEE) portfolio, with relevant updates made to the GJP.

    The WASH-CEE Specialist reports to the Chief Field Office for guidance and general supervision. The Specialist supports the development, preparation, management, implementation, monitoring and evaluation of the WASH & CEE programmes within the country programme. The Specialist provides technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH & CEE related output results in the country programme.

Requirements
  • Minimum requirements:

    • Education:  An advanced university degree (Master's degree or equivalent)  in one of the following fields is required: public health, social sciences, behavior change communication, economics, engineering, policy, development, environmental sciences, natural sciences, climate change, disaster risk reduction, water resource management, international cooperation or another relevant technical field.

    Additional relevant post-graduate courses that complement/supplement the main degree are desirable.

    • Work Experience: A minimum of five years of progressively responsible professional work experience at the national and/or international levels on WASH is required.

    Demonstrated extensive capacity in at least four of the following WASH programming areas: rural water supply, rural sanitation, urban water, urban sanitation, handwashing with soap, WASH-in-schools and health centres, menstrual hygiene management, and national government WASH policies, plans and strategies is required.

    Demonstrated capacity to influence national government WASH policies, plans and strategies; including in-depth understanding of government structures, roles and responsibilities and all stakeholders is required.

    Demonstrated capacity for WASH emergency preparedness, response and coordination is required.

    Demonstrated experience to collaborate effectively with and understand international financial institutions is required.

    Demonstrated capacity to build strategic partnerships in Pakistan is required.

    Demonstrated experience to deliver through effective working relationships both within and outside an organization is required.

    Demonstrated capacity to develop proposals, reports and manage grants is required.

    Demonstrated capacity for strategic thinking and advocacy skills is required.

    Demonstrated capacity for team leadership and team building is required.

    Demonstrated capacity to manage and oversee programme design, planning, implementation and monitoring is required.

    Demonstrated excellent analytical and writing skills, advocacy and presentational skills is required.

    • Skills: Knowledge in Programme Management, Programme Implementation, Programme Design, Monitoring and Evaluation, Planning, Reporting, Prepare Reports, Team Leadership, Team Building and Writing Skills are required.
    • Language Requirements: Fluency in English and Urdu is required.

    Desirables:

    • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
    • Experience on climate change adaptation and mitigation, environment, and/or renewable energy is an asset.
    • Work experience/knowledge of Baluchistan context is an asset.
    • Understanding of and experience using UNFCCC mechanisms and engaging in climate change and environment dialogue is an asset.
    • Demonstrated experience in environmental protection is an asset.
    • Demonstrated capacity in the development, review, analysis and advocacy around national government climate and/or environment policies, plans and strategies is an asset.
    • Knowledge of carbon markets and the renewable energy sector is an asset.
    • Demonstrated extensive engagement and partnership building with climate change sector partners in Pakistan are assets.
    • Demonstrated capacity to utilize climate finance instruments and proposal development is an asset.
    • Experience with renewable energy policy and practice and carbon markets is an asset.
    • Familiarity with children's rights and gender in the context of climate change and environment is an asset.
    • Previous experience within UNICEF/ UN System is an asset.
    • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
