Background
  • SABAWON, a civil society organization registered under the Societies Act 1860, is implementing the Livelihood Support and Promotion of Small Community Infrastructure Program (LACIP) funded by PPAF/KFW in District Lakki Marwat and D.I. Khan. The project contributes to stabilization of fragile areas by enhancing living conditions and improving the quality of life of affected communities in 05 UCs of D.I. Khan and 06 UCs of Lakki Marwat.

    Strengthening of identified value chains is a critical activity under this project. The consultancy will focus on mapping, diagnosing, and enhancing selected value chains to improve productivity, competitiveness, and sustainability of targeted groups.

    Objectives of the assignment:

    Conduct detailed mapping of existing value chains in the project area.

     

      • Identify potential products and sectors with viable growth prospects.

     

      • Assess and document key gaps, challenges, and required interventions.

     

      • Develop practical, market‑oriented business plans for targeted groups.

     

      • Ensure provision of essential skills, inputs, and equipment to enable business groups to implement interventions effectively.

     

      • Strengthen linkages to competitiveness and market access for selected value chains.

     

    Scope of Work;

    Geographical Scope: The consultant geographical scope will be District Lakki Marwat and District D I Khan, Khyber Pakhtunkhwa Pakistan.

    Overall Responsibilities of the Consultant:

    The Consultant shall:

     

      • Undertake comprehensive value chain diagnostics (minimum 5 value chains).

     

      • Conduct stakeholder consultations and participatory assessments.

     

      • Prepare inception methodology including tools, work plan, and engagement strategy.

     

      • Develop business plans and recommend interventions for productivity and sustainability.

     

      • Provide technical guidance, training, and mentoring to business groups.

     

      • Facilitate provision of inputs/equipment and ensure their effective utilization.

     

      • Submit periodic reports and a final consolidated report.

     

    Key Deliverables:

     

      • Inception Report & Methodology (tools, work plan, stakeholder engagement strategy).

     

      • Value Chain Diagnostic Report (gap analysis for all 5 value chains).

     

      • Business Plans for targeted groups.

     

      • Final Consolidated Report (establishment of linkages, competitiveness, and market access).

     

Requirements
  • Required Skills and Competencies:

    The individual consultant shall have demonstrated capacity and capability to undertake a similar assignment. The following criteria will form the basis for selection:

    Educational Background: A relevant degree in Economics, Business Administration, Agriculture, Rural Development, or related fields.

    Professional Experience: At least 4 years of progressive experience in value chain analysis, business planning, and livelihood development projects.

    Technical Expertise: Demonstrated track record of completing 3–5 similar assignments involving value chain strengthening, market linkages, or enterprise development.

    Language Proficiency: Strong communication skills with fluency in English and Urdu; knowledge of Pashto will be considered an added advantage.

    Documentation & Reporting Skills: Ability to produce high‑quality analytical reports, business plans, and training materials; experience in stakeholder documentation and presentation.

    ProblemSolving Abilities: Capacity to identify gaps, propose practical interventions, and address operational challenges efficiently.

    Stakeholder Engagement: Strong ability to coordinate with government institutions, NGOs, private sector actors, and local communities to maximize project impact and outreach.
