In mid-August 2025, Malakand Division in Khyber Pakhtunkhwa (KP) experienced a severe humanitarian crisis following a rare and intense cloudburst, which triggered devastating flash floods across multiple districts. Buner District emerged as the epicentre of the disaster, where entire settlements were swept away within hours. According to initial government and PDMA reports, more than 400 people lost their lives across KP, including over 200 fatalities in Buner alone, while dozens remain missing. The cloudburst released nearly 150 millimetres of rain within a single hour, unleashing debris flows and landslides that destroyed homes, community buildings, roads, and bridges.
The subsequent floods caused widespread destruction of critical infrastructure, particularly water supply systems, sanitation facilities, and WASH-related community assets in the districts of Buner, Swat, and Shangla. In many affected areas, pipelines, latrines, and handpumps were damaged or completely washed away, severely disrupting access to safe drinking water, sanitation, and hygiene services. The situation has significantly increased the risk of waterborne diseases such as cholera, diarrhea, and hepatitis, particularly among women, children, and the elderly, while also impeding the ongoing efforts for early recovery and rehabilitation.
In this context, SABAWON, a civil society organization, intends to undertake a comprehensive WASH Needs Assessment to identify and prioritize the immediate, short-term, and medium-term water, sanitation, and hygiene needs of flood-affected populations. The assessment will map the scale of damage to community WASH infrastructure, evaluate existing coping mechanisms, and recommend evidence-based interventions for rehabilitation and recovery.
The results of this assessment will serve as a foundation for evidence-based planning, coordinated response, and resource mobilization among key stakeholders, including government departments, humanitarian partners, and donors. The goal is to ensure equitable, inclusive, and sustainable recovery of WASH services that contribute to restoring community resilience and preventing future public health crises in flood-prone areas of Khyber Pakhtunkhwa.
The Consultant / Firm should possess the following qualifications and competencies:
• Educational Background:
Advanced degree of proposed experts in Public Health, Environmental Engineering, Water Resources Management, or Social Sciences, or a related discipline relevant to WASH and humanitarian response.
• Professional Experience:
Minimum of three (3) years of demonstrated experience in WASH assessments, humanitarian response, or disaster recovery planning, preferably in flood-affected or emergency contexts in Pakistan.
• Technical Expertise:
Proven experience in conducting post-disaster needs assessments, WASH sectoral analyses, or community-based needs assessments, including familiarity with participatory approaches and gender-sensitive methodologies.
• Skills and Competencies:
Strong analytical, report writing, and communication skills, with the ability to synthesize field data into clear, evidence-based findings and recommendations. Experience with data visualization and presentation tools will be an added advantage.
