The position is part of the Climate Resilience Component of the Building Resilience and Addressing Vulnerability to Emergencies (BRAVE) in Pakistan. To take lead in formulation of a supporting sustainability plan for each approved community-led infrastructure project to ensure that it has effective linkages with existing institutional mechanisms and has a robust institutional linkage, governance, and business model.
Main Responsibilities of the Lead Engineer · Technical Planning and Design: o Lead the technical planning, design, and execution of infrastructure rehabilitation works, including small-scale rural structures such as pathways, irrigation channels, link roads, and culverts implemented through Cash-for-Work (CFW) schemes. o Prepare detailed engineering designs, estimates, and Bills of Quantities (BoQs) in line with project specifications and approved standards. · Supervision and Quality Assurance: o Oversee and supervise the rehabilitation of communal hand pumps and household-level latrines to ensure compliance with technical, environmental, and safety standards. o Conduct regular field visits to monitor construction progress, ensure the use of quality materials, and verify adherence to approved engineering plans. o Ensure the safe and effective use of light/manual machinery during CFW activities. · Data Validation and Technical Verification: o Review and validate technical data, measurements, and progress reports submitted by field engineers. o Cross-check field-level data against actual work completed to ensure accuracy, consistency, and compliance with project indicators. o Maintain updated records and documentation for all engineering schemes, including verified site data, materials used, and completion certificates. · Capacity Building and Technical Support: o Provide ongoing technical guidance and mentorship to field engineers and site supervisors to enhance quality assurance and data reporting. o Train field teams and community workers on construction standards, maintenance practices, and safety protocols. · Coordination and Reporting: o Coordinate closely with the Project Manager, M&E Officer, and other technical leads to ensure timely sharing and validation of field data. o Prepare consolidated engineering progress reports, including physical and financial updates, for submission to project management and donors. o Participate in joint monitoring visits and review meetings to support informed decision-making. · Resource and Safety Management: o Ensure efficient use of project materials, equipment, and labor while maintaining cost-effectiveness and quality standards. o Enforce health, safety, and environmental compliance at all construction and rehabilitation sites. |
