Background
  • The Global Initiative on Disaster Risk Management (GIDRM) commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) aims to strengthen disaster risk management as an integrated approach in selected partner countries. Disasters destroy long-standing development successes and reduce development opportunities. Despite an increasing understanding of the complexity of risks, they are not always adequately incorporated in development planning, both in partner countries and by international donors. A core problem is the lack of skills to comprehensively assess and deal with systemic and multiple risks along with uncertainties. Often, sectoral development decisions contribute to the emergence of new risks. Integrated measures in multi- and bilateral development programmes of different sectors can reduce this tendency. The global project focuses on the preventive management of disaster risks, necessitating new and transformative approaches to facilitate the essential paradigm shift for risk-informed development pathways.

    Key Responsibilities

    • Ensuring the implementation of inclusive policies and procedures in the assigned area of responsibility to avoid systematic biases or discrimination
    • Actively engage in on-going self-reflection and continues to advance their knowledge and skills related to diversity, equity and inclusion
    • Lead the implementation of assigned work packages contributing to Module Objective Indicator 5 and Output 4 of the programme, aimed at strengthening institutional capacities in local administrations in KP and Punjab for enhanced public financial management related to climate change and disaster risk management.
    • Serve as the focal point for capacity development cooperation with KP and Punjab authorities, such as the Local Governance School in KP, and foster effective and trust-based collaboration.
    • Design and implement comprehensive capacity development measures, including training, workshops, (international) study tours, and conferences, related to (green) public finance and governance, in close cooperation with relevant GIZ projects, clusters, and initiatives.
    • Provide technical advice and contribute to the development of innovative approaches, tools, and methodologies for strengthening and integrating climate and disaster risk considerations into local public financial management systems
    • Coordinate and maintain effective collaboration with other relevant GIZ projects, clusters, and initiatives, such as the Climate Cluster in GIZ Pakistan and the Global Initiative on Disaster Risk Management.
    • Plan, steer, and implement activities related to the monitoring and management of grant agreements, consultancy contracts, and service providers
    • Prepare, review, and contribute to the development of project reports, progress updates, and information/communication materials for internal and external stakeholders.
    • Contribute to the knowledge management.
Requirements
    • University degree in Public Administration, Public Finance, Economics, Law, Political Science, or another relevant field.
    • Minimum of 5 years of proven experience providing advisory support to local and provincial governments and organizing capacity development measures (e.g. trainings).
