Responsible for all direct and supporting activities to strengthening the respective result areas contributing to the strengthening of institutional enforcement capacities.
Responsible for analytic tasks as inception, operational and financial planning for the planned activities.
Conduct institutional assessments of existing monitoring, inspection, oversight, and compliance mechanisms at provincial level, identifying inefficiencies, regulatory burdens, and gaps in alignment with international labour, environmental, and trade-related sustainability standards.
Support provincial authorities in designing, institutionalizing, and operationalizing lean, risk-based enforcement mechanisms, including risk-based inspection and prioritization models, streamlined compliance procedures, coordinated inspection frameworks, performance-based monitoring systems.
Strengthen institutional capacity for data-driven regulatory governance by supporting the development and use of digital monitoring tools, compliance databases, and interagency data exchange systems.
Assist public institutions in integrating enforcement mechanisms that reduce unnecessary administrative burdens on SME while ensuring effective compliance with sustainability standards.
Facilitate interagency coordination between relevant provincial and federal institutions to improve regulatory coherence, avoid duplication, and enhance enforcement efficiency.
Support the development of operational enforcement guidelines and implementation roadmaps that translate sustainability policies into practical and enforceable procedures.
Design and implement targeted capacity development measures (trainings, workshops, coaching) to enhance institutional leadership, inspection practices, and oversight effectiveness.
Promote the adoption of measurable enforcement performance indicators and accountability mechanisms to strengthen transparency and regulatory effectiveness.
Contribute to monitoring and evaluation processes by tracking institutional performance improvements and enforcement outcomes.
Maintain continuous and structured exchange with political and administrative stakeholders to ensure ownership and sustainability of enforcement reforms.
Knowledge Management
Support with knowledge management within GIZ and involvement of partners in knowledge sharing
Assist the communication team in developing PR material to communicate project messages
Assist in communicating, updating, and collecting information on the stakeholders
Keep updated project/programme documentation
Requirements
Bachelor’s degree in management, political, social, business science, economics or related fields
Minimum 3 years’ experience in policy implementation, preferred in the private sector development, with focus on SME
Minimum 3 years’ experience in areas of labour and environmental standards in public and/ or private organisations, advisory to the public institutions on federal and/or provincial level
