Background
  • Call for expressions of interest: Study on democratic oversight and accountability for law enforcement in Pakistan

HRCP seeks expressions of interest from qualified individuals or firms/organisations to produce a comprehensive study analysing mechanisms of democratic oversight and accountability for law enforcement institutions in Pakistan, with a particular focus on cases of custodial torture, inclusive of extrajudicial killings and misuse of force. The report should assess the adequacy of existing internal and external accountability mechanisms, identify recurring patterns of impunity, and make clear, evidence-based recommendations for establishing independent civilian complaint and oversight mechanisms for law enforcement and for driving behavioural change among junior to mid-career officials.

The resource person will be expected to:

    • Review key national and provincial laws, policies and international standards governing police conduct and accountability in Pakistan.
    • Examine comparative jurisdictions with independent civilian police oversight mechanisms and identify lessons for Pakistan’s federal and provincial context.
    • Analyse recent high-profile extrajudicial killings to identify patterns of impunity, including victim profiles, use-of-force justifications, investigation outcomes and disciplinary or prosecutorial follow-through.
    • Conduct key informant interviews with police and FIA officials, NCHR staff, civil society organisations and victims’ families (where possible) to ground the research in institutional and political realities.
Requirements
  • Applicants should have at least seven years’ experience of legal and institutional analysis in human rights, ideally including themes related to custodial torture, extrajudicial killings, and police reforms.
