Background
  • Support for the Technical and Vocational Education and Training Sector in Pakistan (STVSP) 

    The TVET Sector Support Programme in Pakistan is funded by the European Union and the Federal Republic of Germany. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the Programme together with British Council in close cooperation with the National Vocational and Technical Training Commission and other public and private sector organizations in Balochistan, Gilgit Baltistan, Khyber Pakhtunkhwa and Punjab.

    The programme's objective is to support the development of Pakistan's TVET sector, focusing on training for men and women in professions with a high demand, especially in digital and green skills.

    Key Responsibilities

    • Manage the programme’s field office in Punjab
    • Represent TVET SSP in the province, specifically vis-à-vis partner organizations from the public and private sector, and ensure fruitful cooperation, regular contact and dialogue with partners at the strategic level in Punjab
    • Understand the needs, objectives and challenges of regional stakeholders through frequent communication and face-to-face meetings
    • Regularly update the management team of the programme on partner developments, including the launch of new initiatives in the field of TVET and employment in the province
    • Manage the stakeholder’s unique expectations of GIZ and identify opportunities for cooperation that ensure effective alignment with programme objectives
    • Promote opportunities for improvement and ensure that needs and concerns of respective partner(s) are understood and addressed
    • Support the planning and coordination of all programme interventions being undertaken in the province by acting as liaison between the programme’s partners in Punjab and the technical advisors of the programme and
    • Facilitate information sharing with relevant international donors and implementing agencies and participate in consultative meetings at provincial level
    • Coordinate and manage the development and implementation of strategies and measures to achieve the objectives and targets of the programme’s intervention area on ‘Expanding access for migration and disadvantaged groups’
    • Provide technical leadership to the advisors working in the component team and field office in Lahore and guide them to achieve annual programme delivery targets
    • Ensure that the component team proactively engages on the programme’s shared online working space and actively collaborates with team members beyond the Lahore field office
    • Work in an integrated manner with other projects within GIZ working on returnees, migrants and the integration of disadvantaged groups into the labour market to ensure a well-coordinated approach
    • Coordinate with other intervention areas of the programme, projects in the Sustainable Economic Empowerment and Development (SEED) cluster and external partners to develop interfaces and synergies
    • Identify the need for external support and advice, elaborate terms of reference, follow-up on the procurement of services, monitor their timely delivery and ensure the assignments of national and international short-term consultants meet the required quality
    • Act as focal point for the project management unit (PMU) in Islamabad for activities of the component and in the Punjab province and provide timely data and information to the PMU advisors related to Monitoring & Evaluation (PMU), communications, reporting, donor coordination, financial monitoring and project steering
    • Develop the annual work plan for the component, regularly monitor and update progress, and adjust planned activities as necessary for a timely achievement of high-quality results
    • Advise and support technical advisors and implementation partners on the implementation of M&E activities, particularly regarding appropriate approaches, tools and the analysis of gathered data
    • Coordinate and ensure the timely formulation of appropriate inputs for various programme reports, including quarterly and annual progress reports to donors and partner organisations on national and regional level
    • Follow-up on all deadlines to ensure effective management and the timely delivery of requested inputs to the senior management and PMU
    • Conduct quality checks and ensure that all outputs of the component meet the quality expectations of partners and donors, both in terms of content and format
    • Ensure a high visibility of the outcomes achieved in the component and in Punjab through the preparation of success stories, website articles, social media posts and other communication materials in line with the visibility guidelines of the programme
    • Plan the annual budget of the component in consultation with senior management and the financial manager of the programme, and ensure a cost-effective implementation of activities
    • Regularly monitor the expenditures of the component and ensure the timely submission and payment of invoices
    • Actively contribute to knowledge management within the programme through the documentation and sharing of strategic approaches, outcomes and lessons learned
    • Actively promote a culture of continuous learning among programme staff and provide opportunities for exchanging innovative ideas and “best practices” within the programme and with other projects to improve impact
    • Ensure that knowledge generated by the component and accurate records related to regional stakeholders, contracts and agreements are appropriately documented, filed and shared among the staff
    • Actively engage in on-going self-reflection and continue to advance their knowledge and skills related to diversity, equity and inclusion
    • Develop and implement inclusive suitable methodological approaches in the assigned area of responsibility to avoid systematic biases or discrimination
Requirements
    • Master's in economics, Education Management, Business Management or related field
    • At least 7 years professional experience in a comparable project management position in the field of migration governance, labor markets or employment promotion
