Background
Japan International Cooperation Agency (JICA) Pakistan Office, a governmental organization dealing with Japan’s Official Development Assistance (ODA) to Pakistan, is looking for a diligent and qualified staff for the following position.
Post: Program Officer
Main duty:
Under the direction of Chief Representative and guidance by Representatives and Senior professional staffs, the Program Officer will:
(1) Develop, process, monitor and supervise JICA programs on transportation (lead) and water (support) sector development, and training programs (support) in close coordination with related Japanese and operational/administrative staffs in JICA Pakistan Office and Japanese experts and consultants,
(2) Play active roles in assisting missions from the JICA headquarters, by coordinating with related Japanese and operational/administrative staffs, and make necessary recommendation on mission’s findings,
(3) Ensure frequent and effective coordination and information collection, exchange opinions with government institutions at federal/provincial/local level and donor agencies and private sector,
(4) Perform any other duties assigned by the management, which are not limited to transportation and water sector development, and training program management.
(5) In addition, the incumbent may be assigned other tasks from time to time at the direction of the management of the JICA Pakistan Office.
* Regarding water (support) and training programs (support), under the guidance and support of the lead staff member, the incumbent will be required to maintain effective communication and coordination with various ministries, government agencies, development partners, JICA Headquarters, and different teams within the JICA Pakistan Office.
Requirements
Qualification:
(1) Bachelor’s degree (required) or Master’s degree ((desirable) in Public Policy, Development Studies, Economics, Engineering or related field.
(2) Excellent communication, coordination, and interpersonal skills are essential for this position. The ability to work effectively with a wide range of stakeholders across multiple sectors and to build productive professional relationships is highly valued.
Language: Fluent in English and Urdu (speaking, reading and writing)
Experience: at least three (3) years of relevant working experience in development project planning & implementation is required. Experience in working with government institutions or other development partners is an asset. Candidates with experience in the transportation and/or water sectors will have an added advantage.
Other requirements: Must have PC (Microsoft WORD, EXCEL, PowerPoint, AI applications (Copilot, ChatGPT), etc.) and presentation skills. Must have good character and cooperate with others. General knowledge of foreign development assistance, particularly Japan’s ODA, is required.
