Background
  • HRCP is seeking a project manager based in Lahore to manage an upcoming European Union (EU)-funded action that aims to contribute to a more enabling legal, institutional, and digital environment for exercising the right to freedom of expression and opinion in Pakistan in line with the country’s obligations under the International Covenant on Civil and Political Rights (ICCPR) and international human rights standards.

    Project information
The action emphasises strengthening data-driven accountability, research on the state of human rights (and freedom of expression in particular), enhancing the capacity of media actors and human rights defenders to defend freedom of expression, coalition building among media practitioners, strategic litigation, raising public awareness of digital rights, and campaigns pertaining to working conditions for media practitioners.

    Scope of work
Broadly, the project manager’s responsibilities include: (a) leading the coordination, implementation and quality assurance of the action; (b) ensuring compliance with the approved logframe, budget and donor requirements; (c) liaising with the implementing partner to ensure donor compliance; and (d) meeting all donor reporting requirements.

    Terms and conditions
This position is offered on an initial one-year contract, renewable annually subject to satisfactory performance and the project’s requirements. As the position is project-funded, employment will not necessarily extend beyond the project’s closing date.

Requirements
  • Candidates should have at least a four-year bachelor’s degree in the social sciences or law, and a minimum of five years’ experience of managing medium-term, donor-funded human rights projects.

The position requires excellent reporting, communication and team management skills; and a demonstrated ability to plan, manage and monitor project budgets and ensure accurate financial tracking in compliance with donor requirements.

The ideal candidate will also have a strong understanding of Pakistan’s legal and institutional landscape with respect to freedom of expression, and proven experience in coalition-building, advocacy and multi-stakeholder coordination.

Candidates should also be willing to travel to project sites within Pakistan.
