Background
  • The Social Behavior Change Officer (Temporary Appointment) reports to the SBC Specialist and Team Lead in Sindh for general guidance and technical supervision and in close collaboration with the national and provincial government and partners. The SBC Officer is responsible for providing technical and operational support in updating/ refining based on field in sights implementing, monitoring and/or evaluating a variety of SBC initiatives and activities to promote enabling environment for active demand generation, and behavioral and social change/mobilization for UNICEF polio eradication programm at community level and at district levels. Through communication and engagement, as well as the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization. This subsequently contributes to the achievement of sustainable and concrete results in improving children’s rights, survival and wellbeing in the country. The potential candidates will strengthen UNICEF’s integrated service delivery programs which include: Health, Nutrition, Water and Sanitation, Child Protection and Education as required.

    Summary of key functions/accountabilities: 

    1. Support in generate and utilize research, data, and evidence to inform the design, ensure effective implementation, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
    2. Design, plan and implement SBC activities that are backed by social and behavioral evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
    3. Implementation  of SBCby mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building across Community/ UC/ District/ Provincial level.
    4. Continuous capacity building (TNA, designing, development of resources and training execution), for UNICEF staff and implementing partners.

    Ensure ComNet coordination and accountability at community/ UC/ District and provincial level.

Requirements
  • Minimum requirements:

    1. Education: A university degree (Bachelor’s or higher) in a social and behavioral science, including sociology, anthropology, communication studies/communication for development, psychology and/or related field is required.
    2. Work Experience: A minimum of two years of professional experience in one or more of the following areas is required: social development programme planning, communication for development or social and behaviour change, public advocacy or another related area. Relevant experience in a UN system agency or organization is considered an asset.
    3. Skills: Communication For Development, Capacity Building, Programme Planning, Engagement, Social Development, Humanitarian
    4. Language Requirements: Proficiency in English and Urdu is required.

    Desirables:

    1. Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
    2. Experience in international organizations, knowledge of local languages, human centered design, behavioral insights, social listening, randomized controlled trials, participatory research, humanitarian emergency experience, community feedback mechanisms, polio eradication experience
    3. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
