Introduction

Health Education Awareness Vocational Environment Network (HEAVEN) Welfare Organization is a non-profit, non-governmental, and non-political development organization registered under the Voluntary Social Welfare Agency Ordinance 1961. Established on 9th October 2008, HEAVEN has been working across southern Punjab, particularly in Tehsil Alipur, District Muzaffargarh, to promote education, health, women empowerment, and community resilience.

The organization’s mission is to empower marginalized communities through awareness, education, and sustainable development programs. HEAVEN believes in building a healthy, educated, and democratic society where every individual has access to equal rights, justice, and opportunities. In continuation of its humanitarian efforts, HEAVEN has undertaken a detailed Flood Assessment Initiative in Tehsil Alipur to evaluate the damage caused by recent floods and to plan coordinated actions for recovery and resilience building.

Tehsil Alipur, located on the banks of the Indus and Chenab Rivers, remains highly vulnerable to monsoon flooding. The recent floods have had a devastating impact on communities, livelihoods, and infrastructure. HEAVEN’s rapid field survey and data collected through collaboration with local departments have outlined the following key findings:

  • Population Affected:450,000 – 500,000 individuals.
  • Displaced Families:75,000 – 83,000 households.
  • Casualties:Several reported deaths and injuries due to drowning and collapsing structures.
  • Houses Damaged:Approximately 29,000 partially and 25,000 completely destroyed.
  • Agricultural Losses:Thousands of acres of crops including cotton, sugarcane, and rice washed away.
  • Livestock Impact:Severe losses due to disease and fodder shortages.
  • Infrastructure Damage:Schools, health units, and rural roads heavily damaged or submerged.

The assessment further highlights that stagnant floodwaters have persisted in low-lying areas for up to three weeks, severely hindering relief operations and access to basic necessities such as safe drinking water.

HEAVEN Welfare Organization immediately initiated a multi-sectorial response in coordination with the Social Welfare Department and local authorities. Key activities included:

  • Establishment ofFlood Relief Camps in highly affected union councils such as Seet Pur, Langar Wah, Khan Garh Doma, Mud Wala, Sultan Pur, and Latti.
  • Distribution ofcooked food, dry rations, and clean drinking water to more than 2,500 flood-affected families.
  • Deployment ofmedical camps providing basic health care and disease prevention support.
  • Awareness sessionsand community mobilization drives to educate residents about hygiene, safe water use, and health risks during floods.
  • Rapidsurvey and mapping of affected households and agricultural lands to identify long-term recovery needs.

Despite collective efforts, several challenges persist in the flood-affected regions:

  • Limited access to safe water and sanitation facilities.
  • Inadequate temporary shelter and food distribution coverage.
  • Lack of livestock feed and veterinary support.
  • Slow rehabilitation of damaged roads, schools, and health centers.

Tehsil Alipur continues to bear the brunt of recurrent flooding, severely affecting its agricultural economy and the wellbeing of local residents. HEAVEN Welfare Organization, along with governmental and community partners, is committed to addressing these challenges through coordinated relief, sustainable recovery, and disaster risk reduction strategies. Together, we can rebuild Alipur stronger, safer, and more resilient.
