Background
  • Essential Job Responsibilities

    1. Execute monthly data validation processes for all assigned SRs within the assigned region, including cross-system reconciliation across MIS, DHIS2 trackers, and SR-submitted Excel reports to identify and resolve inconsistencies between electronic records and hard copy source documents.
    2. Ensure the accuracy and integrity of data by implementing validation checks and collaborating with SRs to address any identified issues.
    3. Monitor the performance of all SRs with the assigned region, ensuring compliance with data reporting standards and program requirements.
    4. Analyze trends and patterns in data submissions, including reporting completeness rates, indicator performance against targets, and recurring data entry errors at SR level; provide insights into SR performance and identify areas for improvement.
    5. Monitor and maintain a reporting tracker to ensure timely data submission by all assigned SRs; follow up on pending submissions, identify bottlenecks, and escalate chronic non-compliance to the Senior Data Management Officer.
    6. Conduct thorough reviews of submitted reports to verify the accuracy and completeness of the data, adhering to data quality standards.
    7. Conduct periodic Data Quality Assessments (DQAs) including visits to implementing partners to verify alignment between patient registers, facility records, and reported data; document findings and share corrective action recommendations with SRs and program management.
    8. Design and deliver targeted capacity building sessions for SR data teams on DHIS2 data entry, MIS reporting workflows, and data quality standards based on validation findings; ensure staff are equipped to meet program reporting requirements.
    9. Work closely with Manager Data, Data Management Coordinator and Data Management Team.
    10. Compile and validate program data to support preparation of Global Fund and donor progress reports, ensuring accuracy, completeness, and alignment with reporting indicators and targets.
    11. Develop and maintain Power BI dashboards and Excel-based monitoring tools to visualize SR performance, reporting rates, and data quality trends for program management and evidence-based decision-making.
    12. Any other tasks assigned by supervisor.
Requirements
  • Knowledge & Experience

    •  Master’s degree or 16 years of education in a relevant field such as Statistics, Economics, Information Technology, or other related disciplines.
    •  Minimum of 2 to 3 years of proven experience in data validation and/or data management, preferably within public health or development programs.
    •  Hands-on experience with data management and reporting tools such as DHIS2, Management Information Systems (MIS), and Power BI.
    •  Strong analytical and problem-solving skills, with the ability to interpret complex datasets, identify trends, detect discrepancies, and highlight areas for improvement.
    •  Demonstrated ability to ensure data quality by identifying data-related challenges and implementing practical solutions.
    •  Excellent communication and interpersonal skills, with the ability to effectively collaborate with Sub-Recipients, provide constructive feedback, and contribute to the development of management reports and letters.
    •  Proven capacity to work in a results-oriented environment, manage multiple priorities, and maintain high standards of data integrity and accuracy.
