Background
  • Adaptive Social Protection (ASP)

    On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the Adaptive Social Protection (ASP) project implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH aims to improve the institutional, financial, and technical conditions for implementing adaptive and gender-transformative social protection in Pakistan. The project is contributing to capacity and organisational development at federal and provincial levels, as well as strengthening of coordination and policy-making across executing agencies and programmes.


    Key Responsibilities

    • Actively engage in on-going self-reflection and continue to advance their knowledge and skills related to diversity, equity and inclusion.
    • Integrate and operationalize gender and diversity aspects in project planning, implementation, monitoring and evaluation and reporting.
    • Develop and implement inclusive suitable methodological approaches in the assigned area of responsibility to avoid systematic biases or discrimination.

    Advisory Services

    •  Provide technical assistance on disaster risk management and social protection instruments, as required, to support effective planning, implementation, and coordination of programme activities.
    • Provide technical support to Provincial Disaster Management Authority Sindh in strengthening disaster risk management, preparedness, response coordination, and adaptive social protection systems in Sindh.
    • Serve as a coordination bridge between Sindh Social Protection Authority and Provincial Disaster Management Authority Sindh to strengthen policy development, institutional coordination, and initiatives under the Adaptive Social Protection (ASP) programme.
    • Advocate for adaptive social protection strengthening and the link with disaster risk management at provincial level, especially by facilitating learning, knowledge sharing and elaborating strategies for joint learning on the linkages between social protection, disaster risk management and climate change adaptation.
    • Support the development of provincial level strategies related to disaster risk management and social protection with a focus of better linking the two topics at province level.
    • Provide technical expertise to partners in proposal development, budget planning, financial forecasting, and fund management to support effective implementation of Adaptive Social Protection (ASP) initiatives.
    • Facilitate the integration of subject matter expertise from external consultants, partners, and other GIZ projects.

    Project Management and Implementation

    •  Develop and implement project activities in close consultation with other technical colleagues, the direct supervisor and relevant colleagues within GIZ as well as with government counterparts.
    • Develop ToR for technical consultancy services and support with financing agreements including the preparation, contracting and financial monitoring process.
    • Support the team with general project planning and implementation, including the preparation, organization, and moderation of planning exercises and their implementation, management, quality management, monitoring, reporting, communication, and documentation.
    • Prepare and coordinate project activities such as workshops, seminars, policy dialogues, capacity building measures.
    • Supervise external service providers to ensure quality of results.
    • Contribute to the achievement of indicators for all components of the project.
    • Provide appropriate input for various project reports, including annual reports, and contribute to other reports required by the management and GIZ Head Office.

    Outreach and Knowledge Management

    •  Participate in relevant GIZ internal working groups and exchange formats.
    • Develop and disseminate technical documents, best practices and knowledge products on the link between social protection and disaster risk management internally and externally with partners.
    • Ensure knowledge transfer within and outside the project in GIZ Pakistan and with different divisions in GIZ Headquarters.
    • Ensure knowledge sharing within ASP as well as with the provincial stakeholders from Punjab, Sindh and KP.
    • Ensure cooperation, regular contact, and dialogue with partners, relevant organizations, consultants, and individuals in the project environment and with other projects/programmes to maintain good working relationships.
Requirements
    • Master’s degree in geography, climate change adaptation, disaster risk management, or a related field.
    • At least 5 years of comparable professional experience.
