  • 1. Background and Context

    Khwendo Kor (KK), meaning “Sisters’ Home” in Pashto, is a non-profit, non-governmental organization established in 1993 under the Societies Act 1860. Since its inception, KK has been working tirelessly to promote the rights of women and children through education, health, sustainable livelihoods, advocacy and peace building. KK strives to create enabling environments where women and marginalized groups can thrive socially and economically.

    Effective communication and community engagement are central to achieving the project's goals. The organization seeks to produce high-quality documentary film(s) and Information, Education and Communication (IEC) materials to document project progress, raise public awareness, advocate for change, and build the capacity of target communities. These materials will be disseminated through digital platforms, community screenings, national media, and partner networks.

    To this end, Khwendo Kor is seeking a qualified and experienced individual consultant or firm to lead the development and production of the documentary film and IEC materials under the guidance of the Communications / Project team.

    2. Objectives of the Assignment

    The specific objectives of this consultancy are to:

    1. Produce a professional documentary film capturing the project's impact, beneficiary stories, and key achievements, with particular focus on the skills development component, action plans implemented by adolescent girls and boys, initiatives undertaken by Women Leadership Forums (WLFs) and Men Change Makers, and the contributions of relevant government stakeholders engaged in the project.
    2. Develop a high-quality documentary-style short video (2–3 minutes) aligned with current social media trends, utilizing concise, visually engaging, and audience-centered storytelling approaches. The video should follow modern digital engagement standards to maximize reach, audience interaction, and awareness outcomes while highlighting key project achievements, beneficiary experiences, and behavior change messages.
    3. Ensure all materials are culturally appropriate, gender-sensitive, and suitable for the target audience.
    4. Align content and messaging with the organization's communication strategy and donor visibility requirements.
    5. Deliver all raw footage, edits, and source files to the organization for future use and archival purposes.

    3. Scope of Work and Project Activities

    3.1 Pre-Production Phase

    • Conduct a comprehensive desk review of project documents, reports, communication strategies, and prior IEC materials.
    • Participate in briefing meetings with the project team and key stakeholders to align on vision, messaging, and target audiences.
    • Develop a detailed production plan including story concept, script outline, shot list, location schedule, and interview questionnaires.
    • Identify filming locations, key informants, and beneficiary communities in coordination with field teams.
    • Develop a content framework and messaging matrix for IEC materials (posters, brochures, flipcharts, social media graphics, etc.).
    • Submit a pre-production plan for approval by the organization before field work commences.

    3.2 Production Phase — Documentary Film

    • Conduct field visits to project sites to capture compelling footage of activities, beneficiaries, and communities.
    • Record interviews with project staff, beneficiaries, community leaders, government officials, and other stakeholders.
    • Capture b-roll footage of program activities, environments, and community settings.
    • Ensure ethical filming practices are followed, including obtaining informed consent from all subjects especially for vulnerable populations and children.
    • Produce a rough cut of the documentary for organizational review and feedback.
    • Incorporate revisions and produce a final documentary film (minimum 6 to 10 minutes; length to be agreed upon with the organization).
    • Develop a shorter teaser/trailer version (2–3 minutes) for social media and digital dissemination.
    • Produce version(s) with subtitles or voiceover in [local language(s)] as required.

    3.3 Production Phase — IEC Materials

    • Design and develop the following IEC materials (types and quantities to be confirmed with the organization):
      • Awareness posters (A2/A3 format)
      • Tri-fold brochures / leaflets
      • Flipcharts for community mobilizers and health workers
      • Roll-up banners for events and exhibitions
      • Social media graphics / infographic cards (for Facebook, Twitter/X, Instagram)
    • Ensure all designs incorporate the organization's branding, donor logos, and visibility guidelines.
    • Submit all IEC material drafts for review and feedback.
    • Finalize and deliver print-ready files in appropriate formats (PDF, AI, PNG, etc.) and digital/web-optimized versions.

    3.4 Post-Production Phase

    • Edit and finalize the documentary film incorporating all organizational feedback (up to approval).
    • Produce the film in HD quality (minimum 1080p) with professional color grading and sound design.
    • Deliver the documentary in agreed file formats (e.g., MP4, MOV) for broadcast, online platforms, and community screenings.
    • Prepare a simple dissemination kit including recommended captions, platform-specific versions, and usage guidelines.
    • Provide all raw footage, project files (Premiere Pro, After Effects, or equivalent), and IEC source files (Adobe Illustrator, InDesign, Photoshop, or equivalent).
    • Participate in a final debrief/presentation session to share deliverables with the project team.

    4. Deliverables

    Interested consultants or firms are requested to submit the following documents:

    Technical Proposal

    • A brief cover letter (maximum 1 page) expressing interest and suitability for the assignment.
    • A technical proposal (3–5 pages) outlining: understanding of the assignment, proposed methodology and approach, work plan with timeline, and team composition.
    • Portfolio of at least 3 documentary films or IEC material packages previously produced (links or files).
    • CVs of key personnel proposed for the assignment.
    • A statement confirming willingness to accept payment via cross-cheque, along with details of the bidder’s active bank account and valid/active NTN status, including the NTN number.

    Financial Proposal

    • A detailed financial proposal with costs.
    • All costs must be quoted in PKR and must be inclusive of applicable taxes.

    8. Institutional Arrangements and Supervision

    • The consultant will report directly to the Project Manager / DD MEAL of Khwendo Kor.
    • The organization will provide the consultant with access to relevant project documents, field teams, and logistical support for field visits.
    • The consultant is expected to work independently but in close collaboration with the project team, participating in regular progress check-ins as agreed.
    • All materials and footage produced under this contract are the intellectual property of Khwendo Kor and must not be used for any other purpose without explicit written consent.
    • The consultant must adhere to the organization's code of conduct, child safeguarding policy, data protection policy, and media ethics guidelines throughout the assignment.

    9. Ethical and Safeguarding Obligations

    The consultant must comply with the highest ethical standards in all aspects of production. This includes but is not limited to:

    • Obtaining written or verbal informed consent (with appropriate documentation) from all individuals filmed, particularly for vulnerable populations.
    • Ensuring the dignity, privacy, and safety of all interview subjects and communities involved.
    • Not filming or publishing images of children without express consent from parents/guardians and compliance with organizational child protection policies.
    • Securing and responsibly managing all collected data, footage, and personal information in line with data protection requirements.
    • Immediately reporting to the organization any safeguarding concerns identified during field visits.
Requirements
  • The consultant or firm must demonstrate the following qualifications:

    5.1 Education

    • Bachelor's or Master's degree in Film Production, Mass Communication, Journalism, Graphic Design, Visual Arts, or a related field.
    • Additional certification or training in development communication, behavior change communication (BCC), or social marketing is an asset.

    5.2 Technical Experience

    • Minimum 5 years of demonstrated experience in documentary film production and/or IEC material development.
    • Proven track record of producing documentaries for humanitarian, development, or public health contexts (UN agencies, INGOs, government, or donors preferred).
    • Demonstrated expertise in the full production cycle: pre-production, production, and post-production.
    • Strong proficiency in professional video editing software (Adobe Premiere Pro, DaVinci Resolve, Final Cut Pro, or equivalent).
    • Proficiency in graphic design tools (Adobe Illustrator, InDesign, Photoshop, Canva Pro, or equivalent).
    • Experience developing IEC materials for low-literacy audiences, including use of illustrations and locally adapted visuals.
    • Knowledge of visual communication standards for international development programmes (UN, USAID, EU, FCDO, etc.) is a strong advantage.
    • Experience with motion graphics and/or animation for social behavior change communication (SBCC) is desirable.
    • Familiarity with ethical standards in filming vulnerable populations, including children, women, and survivors of trauma.

    5.3 Thematic Knowledge

    • Working knowledge of at least one of the following sectors: health/nutrition, WASH, education, livelihoods, gender, protection, or humanitarian response.
    • Understanding of behavior change communication (BCC) frameworks and how IEC materials support program outcomes.
    • Awareness of cultural sensitivities, gender dynamics, and inclusion considerations in communication materials targeting KP, Pakistan.

    5.4 Language and Communication

    • Excellent written and verbal communication skills in English (required).
    • Proficiency in [Urdu / Pashto / other local language] is a strong advantage for community-level filming and stakeholder engagement.
    • Ability to write compelling scripts, interview guides, and project narratives.

    5.5 Personal Attributes
