Background
  • Support for the Technical and Vocational Education and Training Sector in Pakistan (STVSP) 

    The TVET Sector Support Programme in Pakistan is funded by the European Union and the Federal Republic of Germany. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH implements the Programme together with British Council in close cooperation with the National Vocational and Technical Training Commission and other public and private sector organizations in Balochistan, Gilgit Baltistan, Khyber Pakhtunkhwa and Punjab.

    The programme's objective is to support the development of Pakistan's TVET sector, focusing on training for men and women in professions with a high demand, especially in digital and green skills.

    Key Responsibilities

    • Actively engage in on-going self-reflection and continue to advance knowledge and skills related to diversity, equity and inclusion
    • Develop and implement inclusive suitable methodological approaches in the assigned area of responsibility to avoid systematic biases or discrimination
    • Ensure that the assigned projects are executed with satisfaction for clients, customers and GIZ
    • Operate within the given budget and contractual conditions and parameter of quality and time agreed
    • Ensure compliance with GIZ policies and P&R
    • Ensure technical, content-related and organizational implementation of individual components or measures of a contract, project or program.
    • In consultation with the line manager, steer and monitor activities and measures including contract and engineering plans
    • Monitor the daily progress of the Center of Excellence (CoE) rehabilitation on site, particularly supervising the construction contractor’s activities, ensuring that they meet the standards expected by the GIZ and adhere to their time plans using relevant site planning information with G230 technical team leads
    • Review planner’s drawings and BoQ for accuracy
    • Liaise with the onsite planning/ supervision consultants to ensure all contractual and reporting obligations are fulfilled
    • Review material submitted by contractors for compliance with BoQ and specifications, referring to superior for approval where required
    • Oversee contract amendment processes.
    • Liaise with TVET staff and partners to ensure CoE equipment needs are identified and delivered
    • Assist in providing regional model institutes with equipment
    • Ensure that contractors comply with the approved drawings and layouts
    • Review and monitor practices by contractors and make recommendations for improvements and corrections
    • Report monthly on construction workplan progress to the G230 team leader identifying risks to implementation and mitigation strategies to ensure rehabilitation remains on time.
    • Measure the work quantities reported by contractors and verified by consultants and make recommendations for progress payments
    • Ensure that the contractors provide the laborers with safety equipment at the construction sites
    • Ensure that the contractors comply with their work plans to complete the work within the specified timeframe
    • Prepare daily records of work progress at the construction sites
    • Participate in oversight committee meetings and following up on recommendations
    • Coordinate closely with G230 technical team leader whenever required for solving technical and social problems of the ongoing projects.
Requirements
    • BSc degree focusing on construction/civil engineering
    • Registered as Engineer with Pakistan Engineering Council
    • At least 5 years’ experience working in construction as an engineer/supervisor
