WWF-Pakistan, in a joint venture with DFS GmbH, serves as the Project Implementation Consultant (PIC) for the Billion Tree Afforestation Support Project (BTASP). The project is financed through Pakistani-German Cooperation with a German Government grant administered through KfW and counterpart funding from the Government of Pakistan. The Climate Change, Forestry, Environment and Wildlife Department (CCFEWD), Government of Khyber Pakhtunkhwa, is the Project Executing Department.
To strengthen accountability, transparency, and compliance in financial management, WWF-Pakistan intends to engage an independent audit firm to undertake monthly internal audits of the German Disposition Fund managed under BTASP.
Verify all transactions related to the German Disposition Fund.
Assess compliance with KfW requirements, FMG, and applicable regulations.
Review effectiveness of internal controls and risk management.
Identify gaps and recommend corrective actions.
Provide independent assurance on financial management systems.
Develop annual/monthly internal audit plans.
Review monthly financial reports, vouchers, bank reconciliations, and accounting records.
Verify expenditure incurred by LSA#1 and LSA#2.
Review fund flow, supporting documentation, and eligibility of expenditures.
Assess compliance with FMG, KfW requirements, and donor regulations.
Review previous audit observations and implementation status.
Recommend improvements in governance, internal controls, and financial management.
Inception meeting and audit workplan.
Monthly internal audit reports with findings and recommendations.
Monthly expenditure verification certificates for LSA#1 and LSA#2.
Compliance assessment reports.
Risk and internal control improvement recommendations.
Final consolidated audit report at completion of assignment.
Duration of assignment: Six (6) months with up to six (6) working days per month.
Audit Firm licensed by ICAP with satisfactory QCR rating.
Category A Audit Firm as per State Bank of Pakistan.
Demonstrated experience in donor-funded projects.
Experience with KfW/German-funded projects preferred.
Strong reporting and analytical skills.
Excellent communication skills in English and Urdu.
Ability to assign the same audit team throughout the assignment.
