  • Introduction to the program

    Tuberculosis (TB) is the world's deadliest infectious disease, and Pakistan carries the fifth highest burden globally. In Sindh province, thousands of people are at risk every year,  but we can change that.

    The TB Shield program finds people who may have been exposed to TB and connects them with preventive treatment (TPT). By stopping the disease before it develops, we can save lives and protect families. After a successful first phase in 7 districts, the program is now expanding to all 30 districts of Sindh, covering over 200 public-sector TB Basic Management Units (BMUs). Delivery is by two Pakistani implementing partners, Metrics Research and Rural Support Programmes Network (RSPN), working with CDC Sindh, and funded by US charity Spiro.

    Spiro cares a lot about making the program really effective. That means we need people fully independent of the implementers to monitor the program and help us learn what is working and what isn't, and analyse results carefully and be data-driven. That's why we need you! Momentum Ventures provides this independent monitoring & evaluation across all 30 districts and is expanding its M&E team from 2 to around 9 officers.

    About this job

    You will be independent of the TB Shield program delivery, you won't be managing the staff who deliver the work. You will provide quality assurance on the work of program staff, and gather data for analysis of program performance.

    Each officer owns one cluster of 2-4 neighbouring districts (20-29 BMUs) and is the eyes and ears of the program there: visiting every large BMU once or twice a month and potentially carrying out other verification and surveying activities in the field The role involves a lot of travelling around your districts, with occasional overnight stays. It requires someone good at getting along with lots of different people. You will work alongside BMU staff and implement partner teams and help them improve their work.     We are hiring across all 30 districts. This is how we currently expect to group districts, and the town each officer would be based in; the town you live in and travel out from. We may change this depending on the best allocation of staff.

    Responsibilities

    • Visit the BMUs in your cluster on a monthly route plan, observe program performance and monitor program quality.
    • Carry out quality assurance and check for errors in program data
    • Conduct visits into the field to observe activities, monitor quality, and capture data on program outcomes.
    • Carry out in-person spot-check visits to verify screening happened, check medicine completion, and gather socioeconomic information.
    • Fill in monitoring records and interview notes on our digital systems (CommCare).
    • Work alongside the implementing partners' operations staff to make program quality improvements.
    • Produce a short monthly cluster scorecard and report findings and issues in update documents and on video calls with your manager and for the funder.
    • Carry out other monitoring activities as sometimes required
Requirements
  • Essential

    • Graduate
    • Commitment to delivering the program to an excellent quality
    • Willingness to travel around your districts to visit BMUs and households, with occasional overnight stays
    • Excellent attention to detail
    • Advanced use of digital systems e.g. Google Docs, spreadsheets, online forms or apps
    • Excellent Urdu, written and spoken; working spoken Sindhi (essential for clusters outside Karachi)
    • Good English, written and spoken (reports are in English)
    • Good at talking with people of all different backgrounds
    • Ability to identify issues in program implementation and propose practical solutions
    • Understanding of data privacy and confidentiality

    Desirable

    • Knowledge of healthcare and tuberculosis
    • Experience carrying out interviews or surveys, or in a monitoring and evaluation role
    • Motorbike and valid licence (travel allowance provided)
