Background
  • UNICEF Pakistan is seeking a dynamic and strategic Procurement Services Manager to lead and strengthen a large and complex Procurement Services portfolio supporting critical programmes including Immunization (EPI), Polio, Nutrition, and Health systems strengthening across Pakistan.

    This is an exciting opportunity for an experienced and results-driven professional to make a tangible impact by ensuring the timely, efficient, and accountable delivery of essential supplies and services for children and women, while strengthening national supply chain systems and strategic partnerships.

    Under the supervision of the Chief Supply & Logistics, the Procurement Services Manager will play a pivotal role in managing high-value and multi-year procurement services engagements with Government counterparts, development partners, and Supply Division. The role focuses on strategic partnership management, procurement planning, supply financing solutions, risk mitigation, and national supply chain strengthening to support transparent, efficient, and sustainable programme delivery in a complex operating environment.

    The position will also contribute to strengthening government capacity, enhancing operational efficiency, supporting emergency preparedness and response, and reinforcing UNICEF’s role as a trusted strategic partner in delivering impactful results for children across Pakistan.

    Under the direct supervision of the Chief Supply & Logistics, manages Procurement Services (PS) of a large country office, responsible for engaging with Government, development partners and Programme on Procurement Services (PS) and managing and implementing PS key accounts as well as complex and large requests, from planning, negotiating and review of MOU to monitoring and financing solutions of PS activities, facilitating smooth and efficient PS operations in Pakistan in close coordination with Supply Division, PS partners and Government, including supporting strengthening the national supply chain system.

Requirements
          • Education: An advanced university degree in Business Administration, Management, or a related technical field is required.
          • Work Experience: Eight years of progressively responsible professional work experience is required, which involves the management of Supply Chains, Procurement, Project Management, and engagement with Government and development partners at the national and international levels. At least three years of experience should be in developing countries.
          • Skills: Supply Chain Management, Project Management, Management, Collaboration, Engagement.
          • Language Requirements: Proficiency in English is required

    Desirables:

    • Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
    • Vaccines and cold chain, government partners, developing countries, donor relations, risk assessment and mitigation, legal agreements and MoU negotiation, budgeting and supply financing solutions
    • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
