The Punjab Himmat Card Scheme

The Punjab Himmat Card is a dedicated social safety initiative launched by the Government of Punjab through the Social Welfare & Bait-ul-Maal Department. It provides direct economic dignity and social safety to Persons with Disabilities (PWDs) who are permanently unable to work.
Key Benefits
- Financial Stipend: Beneficiaries receive Rs. 10,500 every three months via specialized ATM cards issued in collaboration with the Bank of Punjab (BOP).
- No Withdrawal Fees: Payments can be collected from designated BOP ATMs or branchless banking agents with zero service deductions.
- Integrated Assistive Services: Beneficiaries are prioritized for future government assistance, including free wheelchair allocation, hearing devices, and specialized medical aids.
Who Can Apply? (Eligibility Criteria)
Applicants must satisfy all of the following requirements:
- Disability Certification: Must hold an official Disability Certificate issued by the Social Welfare Department and a valid medical board.
- Employment Status: Classified strictly as “Not Fit to Work” and not employed in any public or private sector entity.
- Poverty Score (PMT): Must have a Proxy Means Test (PMT) score of 45 or below in the BISP national database.
- No Double-Dipping: Must not be currently receiving financial grants from other parallel state programs, such as Bait-ul-Maal, Zakat, PSPA, or ongoing BISP direct stipends.

Ensure you have the following records before starting your application:
- Special CNIC with the disability logo (issued by NADRA)
- Official Medical Disability Certificate
- Proof of residence in Punjab (Utility bill, CNIC address, or Domicile)
- Active mobile number registered under the applicant’s own CNIC
How to Apply: Step-by-Step
1. Medical Board Assessment: Mandatory
Visit your nearest District Social Welfare Office to get assessed by an authorized medical board. Once verified as “Not Fit to Work,” collect your official Disability Certificate.
2. Update Profile on DPMIS Portal:
Log on to the official Disabled Persons Management Information System portal (dpmis.punjab.gov.pk). Register an account using your 13-digit CNIC and update your profile (contact details, qualifications, and address).
3. Data Verification & PMT Validation:
The Social Welfare Department cross-checks your registration details with NADRA and BISP database logs to verify your PMT poverty threshold. Field verification may occur to confirm living conditions.
4. Card Collection & Account Opening:
Once approved via SMS notification, visit a designated Bank of Punjab (BOP) branch or camp office with your original CNIC for biometric verification to receive your ATM card.
Application Deadline
- Continuous / Rolling Scheme: There is no fixed closing date or final deadline for Himmat Card registration.
- The portal (
dpmis.punjab.gov.pk) and local District Social Welfare Offices accept new applications and profile updates continuously.
Note: CNICs must remain valid; expired CNICs cause temporary disbursement delays until renewed with NADRA and verified via BOP biometrics.
