Background
  • Better Governance and Business Environment (BGBE)

    The Multi-Donor Action “EU Support to Better Governance and Business Environment in Pakistan” is jointly co-financed by the European Union and the Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the BMZ-funded project “Promotion of Improvement of Labour, Social and Environmental Standards in Pakistan’s Textile Industry (TextILES II)”.

    The project aims to boost the competitiveness of Pakistan export-oriented SMEs through green and inclusive growth. It focuses on strengthening policy frameworks, supporting SME-led green transitions particularly those involving women and facilitating targeted green investments via public-private dialogue platforms.

    Key Responsibilities

    • Support the mapping of relevant public-private dialogue platforms and joint strategy development (e.g. though SWOT analysis) in selected sectors including textiles, leather, sports goods, surgical instruments and rice.
    • Support coordination and engagement with umbrella organisations hosting dialogue platforms and facilitate locally driven agenda-setting, strategic planning, and impact-oriented implementation approaches.
    • Facilitate the mapping and identification of sector-specific and cluster-level priorities, challenges, and problem statements related to sustainability and access to green investments.
    • Facilitate the establishment and operationalisation of cross-sectoral working groups focused on sustainability, green competitiveness, SME financing challenges, and responsible business practices.
    • Coordinate regular working group meetings, stakeholder consultations, technical discussions, and multi-stakeholder dialogue sessions.
    • Facilitate structured engagement between SMEs and financial institutions to improve understanding of SME greening needs, sustainability investments, and financing opportunities.
    • Support development and implementation of joint action plans emerging from working groups and dialogue platforms.
    • Coordinate stakeholder engagement with government institutions, industry associations, financial institutions, academia, CSOs, trade unions, local service providers, and international stakeholders.
    • Support integration of financial institutions into relevant dialogue platforms and facilitate collaboration on sustainable finance and green investment solutions.
    • Organize capacity development initiatives including training, workshops, exposure sessions, and knowledge exchange activities to strengthen cooperation skills between SMEs and financing institutions.
    • Support evidence-based policy dialogue on sustainability, green finance, circularity, traceability, HREDD, occupational safety and health, and low-carbon industrial transition.
    • Support engagement with international brands, buyers, and global stakeholders to facilitate dialogue on sustainability compliance and market requirements.
    • Contribute to development of concept notes, technical documents, presentations, reports, and strategic recommendations related to PPD and green investment facilitation.
    • Monitor implementation progress of dialogue platforms, working groups, and action plans and contribute to reporting against project indicators and results.
    • Ensure implementation of inclusive and gender-responsive approaches across dialogue and stakeholder engagement activities, including meaningful participation of women-led SMEs and women stakeholders.
    • Actively contributes to ongoing learning, process improvement, and adaptive management within the component.

    Knowledge Management 

    •  Facilitate knowledge management for the dialogue and cooperation activities with different stakeholders
    • Knowledge management, documentation of lessons learned, and continuous strengthening of dialogue platforms
    • Develop documentation, manuals, reports, and guidelines to capture tacit and explicit knowledge
    • Coordination with stakeholders on planning and implementation of project activities, documentation, lessons learned, and best practices
    • Draft PR material to communicate the project benefits
    • Assist in communicating, updating and collecting information on the stakeholders
    • Update project/programme documentation
Requirements
    • At least bachelor’s degree in a field related to the tasks’ objectives (Management Studies, Public Policy, Business Administration, Economics, Development Studies, Environmental Management, Sustainability, Social Sciences, International Relations, or another relevant field)
    • At least 3–5 years of professional experience in private sector development, stakeholder engagement, public-private dialogue, sustainability, responsible business conduct, or related fields.
